【摘要】：十月革命后,以列寧為首的俄共中央從俄國實際情況出發(fā),把馬克思主義基本原則與俄國革命和建設(shè)實際結(jié)合起來,對經(jīng)濟體制、政治體制、文化體制和黨的領(lǐng)導(dǎo)體制進(jìn)行全面改革并取得了巨大成就。列寧晚年改革思想是列寧主義的重要組成部分,它極大豐富和發(fā)展了馬克思主義。梳理列寧晚年改革思想的形成,準(zhǔn)確把握列寧晚年改革思想的主要內(nèi)容,揭示列寧晚年改革思想當(dāng)代價值和啟示,對于深化列寧晚年改革思想的研究,對于認(rèn)識、指導(dǎo)和推動中國的改革事業(yè)特別是當(dāng)前進(jìn)行的全面深化改革,具有非常重要的意義。論文分為三個部分。首先,揭示列寧晚年改革思想產(chǎn)生的客觀必然性。深化對社會主義的認(rèn)識是時代提出的課題;鞏固新生的蘇維埃政權(quán)、加強和完善黨的領(lǐng)導(dǎo)成為列寧晚年改革思想產(chǎn)生的現(xiàn)實依據(jù);在改革中堅持馬克思主義、通過改革發(fā)展馬克思主義又是歷史賦予列寧的神圣責(zé)任。其次,概括和分析了列寧晚年改革思想的主要內(nèi)容。列寧晚年改革思想的主要內(nèi)容十分豐富,在經(jīng)濟體制改革方面,堅持公有制不動搖,允許其他所有制特別是私有制的存在和發(fā)展;大力發(fā)展商品經(jīng)濟并發(fā)揮市場機制在資源配置中的作用;摒棄平均主義,進(jìn)行分配制度改革。在政治體制改革方面,提出要通過劃分黨和政府的職權(quán)來處理黨政關(guān)系;精簡國家機構(gòu)、改善國家機構(gòu)的質(zhì)量以提高政府的工作效率;改革干部政策;加強社會主義法制建設(shè)。在文化體制改革方面,提出要以城鄉(xiāng)互動促進(jìn)農(nóng)村文化建設(shè);改革教育經(jīng)費籌集方式;提高教師的社會地位和待遇;加強國家機關(guān)和共產(chǎn)黨員的文化教育工作。在黨的領(lǐng)導(dǎo)體制改革方面,提出要堅持黨的集體領(lǐng)導(dǎo)、改革黨的監(jiān)督體制。再次,揭示了列寧晚年改革思想對當(dāng)代中國改革的啟示。改革對完善和發(fā)展社會主義制度非常重要;改革需要有勇氣和科學(xué)精神;改革要綜合配套進(jìn)行;改革要緊緊依靠人民群眾;改革要堅持黨的領(lǐng)導(dǎo)。
[Abstract]:After the October Revolution, the Central Committee of the Russian Communist Party headed by Lenin, proceeding from the actual situation in Russia, combined the basic principles of Marxism with the actual conditions of the Russian revolution and construction in order to deal with the economic system and the political system. The cultural system and the Party's leadership system have been reformed in an all-round way and great achievements have been made. Lenin's late reform thought is an important part of Leninism, which greatly enriched and developed Marxism. Combing the formation of Lenin's late reform thought, accurately grasping the main contents of Lenin's late reform thought, revealing the contemporary value and enlightenment of Lenin's late reform thought, and understanding the deepening of Lenin's reform thought in his old age, It is of great significance to guide and promote China's reform cause, especially the current comprehensive deepening of reform. The paper is divided into three parts. First of all, it reveals the objective inevitability of Lenin's thought of reform in his old age. Deepening the understanding of socialism is a subject put forward by the times; consolidating the new Soviet regime, strengthening and perfecting the leadership of the Party become the realistic basis for Lenin's thought of reform in his old age; and upholding Marxism in the course of the reform, The development of Marxism through reform is a sacred responsibility given to Lenin by history. Secondly, it summarizes and analyzes the main contents of Lenin's thoughts of reform in his later years. The main content of Lenin's reform thought in his later years was very rich. In the aspect of economic system reform, he insisted on public ownership and allowed the existence and development of other forms of ownership, especially private ownership. We should vigorously develop the commodity economy and give play to the role of the market mechanism in the allocation of resources, and abandon egalitarianism and reform the distribution system. In the aspect of political system reform, it is proposed to deal with the relationship between the party and government by dividing the functions and powers of the party and the government; to streamline the state organ and improve the quality of the state organization to improve the working efficiency of the government; to reform the cadre policy; and to strengthen the construction of the socialist legal system. In the aspect of cultural system reform, it is proposed to promote rural cultural construction by urban-rural interaction, to reform the way of raising funds for education, to improve teachers' social status and treatment, and to strengthen the cultural and educational work of state organs and Communist Party members. In the reform of the Party's leadership system, we should adhere to the Party's collective leadership and reform the Party's supervisory system. Thirdly, it reveals the enlightenment of Lenin's thought of reform in his later years to the reform of contemporary China. Reform is very important to the improvement and development of the socialist system; reform requires courage and scientific spirit; reform should be carried out in a comprehensive manner; reform should rely closely on the masses of the people; and reform should adhere to the Party's leadership.
