【摘要】：在當(dāng)代政黨政治中,面對(duì)風(fēng)云變幻的國(guó)際形勢(shì),世界各國(guó)執(zhí)政黨都在大力加強(qiáng)執(zhí)政能力建設(shè),以此來(lái)維護(hù)和鞏固自己的執(zhí)政地位。作為執(zhí)政能力建設(shè)的重要因子一執(zhí)政資源的地位和作用顯得尤為重要,執(zhí)政資源是政黨執(zhí)政地位鞏固與否的基石,直接關(guān)系到執(zhí)政黨執(zhí)政能力建設(shè)的效果。執(zhí)政資源雖然具有客觀性,它的增減不以人的意志為轉(zhuǎn)移,但是,執(zhí)政資源也具有動(dòng)態(tài)性,它不是一成不變。隨著政黨執(zhí)政環(huán)境的變化,執(zhí)政黨擁有的執(zhí)政資源的數(shù)量和質(zhì)量也在不斷變化。因此,執(zhí)政黨必須不斷地根據(jù)國(guó)際國(guó)內(nèi)形勢(shì)的變化,科學(xué)判斷和把握世界局勢(shì),適時(shí)地豐富自己的執(zhí)政資源,加強(qiáng)執(zhí)政資源建設(shè),提升執(zhí)政能力,從而鞏固執(zhí)政地位。 中國(guó)共產(chǎn)黨迄今為止已有90多年的歷史,在革命和建設(shè)時(shí)期,積累了豐厚的執(zhí)政資源,尤其是歷史資源優(yōu)勢(shì)明顯。在60多年的執(zhí)政歷程中,中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)中國(guó)人民克服重重困難,取得了社會(huì)主義革命和建設(shè)的偉大勝利和改革開(kāi)放的偉大成就,中國(guó)人民的生活水平明顯提高,得到了人民群眾深深支持的支持和擁護(hù),這是中國(guó)共產(chǎn)黨有效執(zhí)政的寶貴財(cái)富。然而,在新世紀(jì)新階段,黨面臨的執(zhí)政環(huán)境發(fā)生了深刻變化,世界多極化和經(jīng)濟(jì)全球化繼續(xù)向前推進(jìn),給黨進(jìn)行有效執(zhí)政帶來(lái)了難得的機(jī)遇,同時(shí),也使黨的執(zhí)政能力建設(shè)面臨著嚴(yán)峻的挑戰(zhàn)。因此,要維護(hù)和鞏固黨的執(zhí)政地位,必須大力加強(qiáng)黨的執(zhí)政能力建設(shè),不斷擴(kuò)大和充實(shí)黨的執(zhí)政資源,對(duì)黨的執(zhí)政資源進(jìn)行傳承與優(yōu)化。中國(guó)共產(chǎn)黨在革命和建設(shè)的過(guò)程中,集聚了豐厚的優(yōu)勢(shì)資源,如何利用和挖掘好這些資源,并使其與現(xiàn)代執(zhí)政環(huán)境相契合,這是至關(guān)重要的。要在有效傳承黨優(yōu)厚的歷史資源的基礎(chǔ)上,不斷開(kāi)拓和創(chuàng)新黨的執(zhí)政資源體系,使黨的執(zhí)政能力不斷提高,執(zhí)政地位永久鞏固。 本文主要運(yùn)用文獻(xiàn)研究法、實(shí)證研究法、歷史與邏輯相統(tǒng)一的方法、綜合對(duì)比法,對(duì)學(xué)術(shù)界已有的一些理論成果進(jìn)行搜集、整理和分析。首先,文章從對(duì)執(zhí)政資源的含義和基本范疇探討入手,分析了執(zhí)政資源的要素構(gòu)成及劃分依據(jù),對(duì)執(zhí)政資源的流失與保護(hù)問(wèn)題進(jìn)行辨析。其次,從不同時(shí)期中國(guó)共產(chǎn)黨執(zhí)政資源的歷史演變,闡述了新時(shí)期黨執(zhí)政資源傳承與優(yōu)化面臨的重大挑戰(zhàn)。最后一部分論述了政黨執(zhí)政資源的地位和作用,結(jié)合國(guó)外一些政黨執(zhí)政資源建設(shè)的啟示,對(duì)中國(guó)共產(chǎn)黨執(zhí)政資源傳承與優(yōu)化的路徑作出些許探索。
[Abstract]:In contemporary party politics, in the face of the changing international situation, the ruling parties all over the world are vigorously strengthening the construction of their ruling ability, so as to maintain and consolidate their ruling position. As an important factor in the construction of the ruling ability, the position and function of the ruling resources is particularly important. The ruling resources are the cornerstone of the consolidation of the ruling position of the political party, and directly relate to the effect of the construction of the ruling ability of the ruling party. Although the governing resources are objective, the increase and decrease of them are not transferred by the will of human beings, but the governing resources are also dynamic, and they are not fixed. With the change of the ruling environment of political parties, the quantity and quality of ruling resources owned by the ruling party are constantly changing. Therefore, according to the changes of international and domestic situation, the ruling party must scientifically judge and grasp the world situation, enrich its own ruling resources, strengthen the construction of governing resources, enhance its ruling ability, and consolidate its ruling position. The Communist Party of China has a history of more than 90 years. During the period of revolution and construction, it has accumulated abundant ruling resources, especially the advantage of historical resources. In the course of more than 60 years in power, the Communist Party of China has led the Chinese people to overcome many difficulties, have achieved great victories in socialist revolution and construction and great achievements in reform and opening up, and the living standards of the Chinese people have improved markedly. With the support and support of the masses, it is a valuable asset for the Communist Party of China to govern effectively. However, in the new century and new stage, the ruling environment faced by the Party has undergone profound changes, and the multipolarization of the world and economic globalization have continued to advance, which has brought a rare opportunity for the Party to govern effectively, and at the same time, Also make the party's ruling ability construction faces the stern challenge. Therefore, in order to maintain and consolidate the ruling position of the Party, it is necessary to strengthen the Party's ruling ability construction, expand and enrich the ruling resources of the Party, and inherit and optimize the ruling resources of the Party. In the process of revolution and construction, the Communist Party of China has gathered abundant advantage resources, how to utilize and excavate these resources well, and make it fit with the modern ruling environment, this is very important. On the basis of inheriting the excellent historical resources of the Party effectively, we should constantly open up and innovate the ruling resources system of the Party, so that the ruling ability of the Party can be continuously improved and the ruling position will be permanently consolidated. This article mainly uses the literature research method, the demonstration research method, the history and the logic unifies the method, the synthesis contrast method, carries on the collection, the arrangement and the analysis to the academic circles existing some theoretical achievements. First of all, the paper discusses the meaning and basic category of ruling resources, analyzes the composition and division basis of governing resources, and analyzes the loss and protection of ruling resources. Secondly, from the historical evolution of the ruling resources of the Communist Party of China in different periods, this paper expounds the major challenges facing the inheritance and optimization of the ruling resources of the Party in the new period. The last part discusses the status and function of the ruling resources of the political parties, combined with the enlightenment of the construction of the ruling resources of some foreign political parties, and makes some exploration on the path of inheritance and optimization of the ruling resources of the Communist Party of China.
