【摘要】：本文采用了實證與文獻研究相結合、定性與定量研究結合等多種方法，從構建社會主義和諧社會的相關理論研究開始，全面闡述基于質、量、度視角的和諧社會構建這一河北省重大的理論和實踐問題，為構建和諧河北省、優(yōu)化河北省，從經(jīng)濟、政治、文化、資源結構、環(huán)境建設提高提供堅實的理論基礎。本文不僅對如何從質、量、度三個角度去構建和諧社會進行了理論研究，還從實踐層面上提出了多項具有積極的、可操作性的實施措施。同時，在對河北省自然條件、社會資源、經(jīng)濟狀況、文化背景、政治背景等進行調研分析的基礎上，提出河北省構建質、量、度相統(tǒng)一的和諧社會的基本原則和目標體系，通過提高質、發(fā)展量、協(xié)調度等途徑，為構建和諧社會提供堅實的基礎。 本文的寫作共分為六個部分，含引言、結語及正文四章： 引言部分闡述了論文的研究意義，即為新時期如何構建社會主義和諧社會，促進河北省更好更快發(fā)展奠定較完備的理論基礎，并在對河北省現(xiàn)實經(jīng)濟、社會、環(huán)境、人力資源等進行調研分析的基礎上，通過提高質、發(fā)展量、協(xié)調度等途徑，為構建和諧社會提供堅實的基礎。緒論部分對中外構建和諧社會的學術史進行了梳理，并交代了研究對象和研究方法。 正文第一章介紹了和諧社會的質、量、度的內涵，以及三者既有區(qū)別又相互統(tǒng)一的辯證關系，在此基礎上提出了和諧社會質、量、度的衡量標準。本章還指出現(xiàn)階段構建質、量、度相統(tǒng)一的和諧社會的現(xiàn)實意義，即構建質、量、度相統(tǒng)一的和諧社會，是妥善處理好經(jīng)濟社會發(fā)展進程中各種矛盾的要求，是國民經(jīng)濟持續(xù)發(fā)展的要求，是實現(xiàn)“全面建成小康社會”目標的要求。 正文第二章介紹了河北構建質、量、度相統(tǒng)一的和諧社會的目標體系。首先，從自然條件、社會資源、經(jīng)濟狀況、文化背景四個方面分析了河北省構建質、量、度相統(tǒng)一的和諧社會的現(xiàn)實條件；其次，提出了河北構建質、量、度相統(tǒng)一的和諧社會的基本原則，即優(yōu)質原則、增量原則和適度原則；最后，根據(jù)河北省現(xiàn)實條件和構建和諧社會的基本原則，從經(jīng)濟、社會、環(huán)境三個方面，提出了河北構建質、量、度相統(tǒng)一的和諧社會的目標體系。 正文第三章以現(xiàn)實數(shù)據(jù)和材料為依據(jù)，分析了當前河北和諧社會建構中存在的質、量、度方面的問題：河北構建和諧社會中存在的質的問題包括發(fā)展質量偏低、發(fā)展環(huán)境不佳、發(fā)展狀態(tài)不平衡等；河北構建和諧社會中存在的量的問題包括經(jīng)濟競爭力弱、政府投入少、人力資源素質偏低等；河北構建和諧社會中存在的度的問題包括經(jīng)濟建設的“虛高”與發(fā)展后勁的“不足”、資源利用的“過度”與環(huán)境保護的“不及”、娛樂文化的“追捧”與主流文化的“無奈”、GDP連年上升與城鄉(xiāng)居民收入裹足不前等。 正文第四章根據(jù)河北構建質、量、度相統(tǒng)一的和諧社會的目標體系和當前河北和諧社會建構中存在的質、量、度方面的問題，提出了河北構建質、量、度相統(tǒng)一的和諧社會的路徑，即通過調整產(chǎn)業(yè)結構、優(yōu)化發(fā)展環(huán)境和加強燕趙文化建設來提高質；通過提高經(jīng)濟綜合競爭力、進一步加強小城鎮(zhèn)建設和關注弱勢群體提高低收入家庭的生活水平來發(fā)展量；通過處理好經(jīng)濟發(fā)展同人口、資源、環(huán)境的關系、統(tǒng)籌協(xié)調社會各階層的利益關系和加強民主政治建設促進社會和諧來協(xié)調度。 結語部分在概括全文的基礎上，提出本文的主要結論，即通過質、量、度的哲學視角，為新時期如何構建社會主義和諧社會，促進河北省更好更快發(fā)展提供了較完備的理論基礎。通過理論研究和指導實踐相結合，，在對河北省自然調經(jīng)、現(xiàn)實經(jīng)濟、社會資源、環(huán)境、政治現(xiàn)狀等進行調研分析的基礎上，提出應從提高質、發(fā)展量、協(xié)調度入手，充分發(fā)揮河北省的區(qū)位優(yōu)勢，探尋河北構建和諧社會的路徑，這樣才能優(yōu)化河北省經(jīng)濟、社會、人口、文化、資源結構，為構建和諧社會提供堅實的物質、精神和體制基礎。
[Abstract]:Based on the research and analysis on the construction of harmonious society from three angles of quality , quantity and degree , the paper puts forward the basic principle and goal system of constructing harmonious society from three angles of quality , quantity and degree , and provides a solid foundation for constructing harmonious society by improving quality , quantity and degree of coordination .

The writing of this paper is divided into six parts , including preface , conclusion and text four chapters :

The introduction part expounds the significance of the research , that is , how to construct the socialist harmonious society in the new period , to promote the better and faster development of Hebei Province , and to provide a solid foundation for the construction of the harmonious society . The introduction part sorts out the academic history of constructing a harmonious society at home and abroad , and presents the research object and the research method .

The first chapter introduces the connotation of the quality , quantity and degree of the harmonious society , and the dialectical relation of the differences and the unification of the three . This chapter also points out the realistic meaning of the harmonious society with the unity of quality , quantity and degree . It is the requirement to deal with the contradictions in the process of economic and social development . It is the requirement of the sustainable development of national economy . It is the requirement to realize the goal of " building a well - off society " .

The second chapter introduces the goal system of constructing harmonious society with unity of quality , quantity and degree in Hebei Province . First , the realistic conditions of constructing harmonious society with unity of quality , quantity and degree are analyzed from four aspects : natural condition , social resource , economic situation and cultural background ;
Secondly , it puts forward the basic principle of constructing harmonious society based on the unification of quality , quantity and degree of Hebei Province , that is , high quality principle , incremental principle and moderate principle .
Finally , according to the realistic conditions of Hebei Province and the basic principles of constructing a harmonious society , this paper puts forward the goal system of constructing a harmonious society with the unity of quality , quantity and degree from the three aspects of economy , society and environment .

The third chapter analyzes the problems of quality , quantity and degree in the construction of the current Hebei harmonious society based on the real data and materials . The problems in constructing a harmonious society in Hebei Province include low development quality , poor development environment , unbalanced development status , etc .
The problems existing in the construction of harmonious society in Hebei include weak economic competitiveness , low government investment , low human resources quality , etc .
The problems existing in the construction of a harmonious society in Hebei include the " deficiency of economy " and " insufficient " of the development , the " excessive " of the resource utilization and the " late " of the environmental protection , the " pursuit " of entertainment culture and the " helpless " of the mainstream culture , the rise of GDP and the income of the urban and rural residents .

In chapter 4 , according to the problems of quality , quantity and degree existing in the construction of the harmonious society based on the construction quality , quantity and degree of Hebei , the paper puts forward the path of constructing harmonious society with the unity of quality , quantity and degree in Hebei Province , that is to improve the quality by adjusting the industrial structure , optimizing the development environment and strengthening the construction of Yanzhao culture ;
To further strengthen the construction of small towns and pay attention to the improvement of the living standard of low - income families by improving the comprehensive competitiveness of the economy ;
By dealing with the relationship between economic development and population , resources and environment , it is necessary to coordinate and coordinate the interests of all sectors of society and strengthen democracy and political construction to promote social harmony .

On the basis of summarizing the whole text , this paper puts forward the main conclusion of this paper , that is , how to construct the socialist harmonious society in the new period and promote the better and faster development of Hebei Province . Based on the research and analysis of the theory research and the guiding practice , this paper puts forward the path of improving the economy , society , population , culture and resources of Hebei Province , and provides a solid material , spiritual and institutional basis for constructing harmonious society .
