【摘要】：中國(guó)共產(chǎn)黨探索民主執(zhí)政新路的歷史由來(lái)已久。特別是十一屆三中全會(huì)以來(lái)，中國(guó)共產(chǎn)黨在建設(shè)中國(guó)特色社會(huì)主義政治文明的道路上不斷摸索，追求民主。本文論述的民主執(zhí)政主要是指“黨要堅(jiān)持為人民執(zhí)政、靠人民執(zhí)政，，支持和保證人民當(dāng)家作主、堅(jiān)持和完善人民民主專政，堅(jiān)持和完善民主集中制，以發(fā)展黨內(nèi)民主帶動(dòng)人民民主，團(tuán)結(jié)一切可以團(tuán)結(jié)的力量，調(diào)動(dòng)一切積極因素，壯大最廣泛的愛(ài)國(guó)統(tǒng)一戰(zhàn)線”。十一屆三中全會(huì)以來(lái)，經(jīng)過(guò)幾十年的持續(xù)探索，中國(guó)共產(chǎn)黨在民主執(zhí)政方面取得了重要的成績(jī)，與此同時(shí)也存在著很多問(wèn)題，從制度建設(shè)的角度看，這些問(wèn)題主要表現(xiàn)在三個(gè)方面：黨內(nèi)民主制度不健全、黨際監(jiān)督制度亟待完善、基層自治制度尚待推進(jìn)。圍繞這些瓶頸，本文有針對(duì)性的提出了若干建議和完善路徑，在黨內(nèi)民主方面，逐步實(shí)行代表大會(huì)常任制、探索發(fā)揮黨代表作用的途徑和形式、落實(shí)公推直選制度、健全和完善黨員民主權(quán)利的保障機(jī)制；在黨際監(jiān)督方面，強(qiáng)化政協(xié)監(jiān)督意識(shí),提升民主監(jiān)督能力，健全監(jiān)督機(jī)制,推進(jìn)民主監(jiān)督的規(guī)范化、制度化和法制化，探索政協(xié)監(jiān)督新形勢(shì)；在基層民主方面，改進(jìn)候選人提名制度，逐步擴(kuò)大基層組織領(lǐng)導(dǎo)班子直接選舉層級(jí)和范圍、建立健全協(xié)商制度，完善決策程序，完善干部培養(yǎng)和民主監(jiān)督機(jī)制等。
[Abstract]:The Communist Party of China has a long history of exploring a new road to democratic governance.Especially since the third Plenary session of the 11th CPC Central Committee, the CPC has been groping for democracy on the road of building socialist political civilization with Chinese characteristics.The democratic governance discussed in this paper mainly refers to: "the Party should persist in ruling for the people, rely on the people to govern, support and ensure that the people are the masters of their own affairs, uphold and perfect the people's democratic dictatorship, and uphold and perfect democratic centralism."Promote people's democracy by developing inner-Party democracy, unite all forces that can be United, mobilize all positive factors, and strengthen the broadest patriotic United front. "Since the third Plenary session of the Eleventh Central Committee, after decades of continuous exploration, the CPC has made important achievements in democratic governance. At the same time, there are also many problems. From the perspective of system construction,These problems are mainly manifested in three aspects: the inner-party democratic system is not perfect, the inter-party supervision system needs to be improved, and the grass-roots autonomy system needs to be promoted.Focusing on these bottlenecks, this paper puts forward some suggestions and perfect ways to gradually implement the permanent system of the Congress, explore the ways and forms of giving full play to the role of party representatives, and implement the system of public and direct elections in the field of inner-party democracy.To improve and perfect the guarantee mechanism for the democratic rights of party members, to strengthen the consciousness of supervision of the CPPCC, to enhance the ability of democratic supervision, to improve the supervisory mechanism, and to promote the standardization, institutionalization and legalization of democratic supervision.In the field of grass-roots democracy, we should improve the nomination system for candidates, gradually expand the level and scope of direct election of leading bodies in grass-roots organizations, establish and improve the consultation system, and improve decision-making procedures.Improve cadre training and democratic supervision mechanism.
