【摘要】：從根本上講，民主就是一種國家制度以及組織和管理國家的方式和原則。社會主義民主就是一切權力屬于人民，，人民是國家的主人，是在共同享有生產資料的不同形式的所有權和支配權的基礎上，對國家事務、經濟文化事務和社會事務管理的最高權力。黨的領導、人民當家作主和依法治國三者的相統(tǒng)一是社會主義民主的主要內容，充分體現了人民主權的原則。 和諧社會是民主法治、公平正義、誠信友愛、充滿活力、安定有序、人與自然和諧相處的社會。民主作為和諧社會的政治特征，是實現和諧社會其它目標的前提和手段。人民群眾是構建和諧社會的主體和核心，構建和諧社會需要發(fā)揮人民群眾的創(chuàng)造性，而人民群眾創(chuàng)造性的發(fā)揮必須建立在支持和維護人民當家作主的基礎之上，因此，以民主的政治制度和政治手段維護人民群眾的主體地位和根本利益并協調社會各階層、各群體的利益是構建和諧社會的應有之義。民主政治的根本目的就是要確保公民的政治權利和根本利益并促使社會各階層、各群體之間的和諧共處。沒有政治上的民主，公民和社會各階層的利益就無法得到有效的政治保障，社會各階層的矛盾也就不能真正有效地協調和解決，社會也就不可能有真正的和諧，因此民主是構建和諧社會的根本內容。和諧社會的構建也只有在民主的制度框架安排中才能實現。我國的民主政治是民本政治、透明政治、法治政治、程序政治、寬容政治、公正政治，這也就是構建和諧社會的政治特征。真正的民主政治必然促進社會各階層、各群體間關系的和諧，黨群關系的和諧，政黨之間的和諧，各民族之間的和諧，中央與地方的和諧，政府與公民關系的和諧，從而為構建和諧社會奠定堅實的政治基礎。 構建和諧社會，必須實現黨的領導、人民當家作主和依法治國的有機統(tǒng)一。在構建和諧社會建設的過程中，必須加強社會主義民主的制度化、規(guī)范化和程序化建設，保證人民當家作主；貫徹依法治國方針，提高依法執(zhí)政水平，推進決策的科學化和民主化；加強對公共權力的制約與監(jiān)督，還權與民，為民謀利，為和諧社會的構建構筑政治保障；完善市場經濟體制建設，加強民主政治文化發(fā)展，共同為構建和諧社會的民主政治提供強大的經濟基礎和文化支撐。
[Abstract]:Fundamentally speaking, democracy is a state system and the way and principle of organizing and administering the country. Socialist democracy means that all powers belong to the people, and the people are the masters of the country. It is the supreme authority over the management of state affairs, economic and cultural affairs and social affairs on the basis of the different forms of ownership and domination of the common means of production. The unity of the people as the master of the country and the rule of law is the main content of socialist democracy, which fully embodies the principle of the people's sovereignty. A harmonious society is a society of democracy and rule of law, fairness and justice, honesty and fraternity, vitality, stability and order, harmony between man and nature. Democracy is the political feature of a harmonious society. The people are the main body and core of constructing the harmonious society, and the construction of the harmonious society needs to give play to the creativity of the people. The creative exertion of the masses must be based on the support and maintenance of the people as the masters of their own affairs. Therefore, the democratic political system and political means should be used to safeguard the main position and fundamental interests of the masses and to coordinate the various sectors of society. The interests of all groups are the proper meaning of building a harmonious society. The fundamental purpose of democratic politics is to ensure the political rights and fundamental interests of citizens and to promote harmonious coexistence among all sectors of society and groups... there is no political democracy, The interests of citizens and all sectors of society cannot be effectively protected, and the contradictions of all social strata cannot be truly and effectively coordinated and resolved, and there can be no real harmony in society. Therefore, democracy is the fundamental content of building a harmonious society. The construction of a harmonious society can only be realized in the institutional framework of democracy. The democratic politics of our country is people-oriented politics, transparent politics, rule of law politics, procedural politics, tolerant politics. Just politics, which is the political characteristic of building a harmonious society. True democratic politics is bound to promote harmony among all social strata, among groups, between the party and the masses, among political parties, and among all ethnic groups. The harmony between the central and local governments and the relationship between the government and the citizens lays a solid political foundation for the construction of a harmonious society. To build a harmonious society, we must realize the organic unity of the leadership of the Party, the people as masters and the rule of law. In the process of building a harmonious society, we must strengthen the institutionalization, standardization and procedural construction of socialist democracy. To ensure that the people are masters of their own affairs; to implement the principle of governing the country according to law, to raise the level of governing according to law, to promote scientific and democratic decision-making; to strengthen the restriction and supervision of public power; to return power to the people; and to work for the benefit of the people. In order to build a harmonious society, we should build a political guarantee, perfect the construction of market economy system, strengthen the development of democratic political culture, and provide a strong economic base and cultural support for the construction of democratic politics in a harmonious society.
