【摘要】:加強外來務(wù)工人員管理是完善社會管理體系、推動社會和諧發(fā)展的重要環(huán)節(jié)。雖然馬克思恩格斯沒有系統(tǒng)地論述過社會管理問題,但是這并不意味著他們沒有社會管理思想。研究他們的社會管理思想,用它來分析我國外來務(wù)工人員管理問題,指導(dǎo)我國外來務(wù)工人員管理實踐,將有助于提高我國外來務(wù)工人員管理水平。本文試圖以馬克思恩格斯的社會管理思想為指導(dǎo),以筆者的調(diào)查數(shù)據(jù)為輔助,分析我國外來務(wù)工人員管理的歷史和現(xiàn)狀、成績和問題、原因和對策,以期對我國的外來務(wù)工人員管理事業(yè),做出微薄的貢獻。引言部分對本選題研究的相關(guān)背景和意義作了簡要的說明,盡可能全面、系統(tǒng)地綜述近年來國內(nèi)外關(guān)于馬克思恩格斯的社會管理思想、中國外來務(wù)工人員管理研究進展狀況,對本文所涉及到的概念做了界定,介紹了本文的研究思路與方法,以及說明了本文的研究內(nèi)容、重點、難點和可能的創(chuàng)新點。第一部分主要論述了建國以來,我國人口流動情況以及對流動人口包括外來務(wù)工人員的主要政策。這部分以改革開放為分水嶺將建國以來的歷史劃分為改革開放前和改革開放后兩個時期,其中每個時期又根據(jù)人口流動的特點以及國家政策特征劃分為不同階段,簡要地梳理了我國外來務(wù)工人員管理的歷史進程。第二部分主要結(jié)合馬克思恩格斯社會管理思想分析了我國外來務(wù)工人員管理的現(xiàn)狀,包括已經(jīng)取得的成就和存在的主要問題,其中存在的主要問題是論述的重點。第三部分在第二部分的基礎(chǔ)上,結(jié)合調(diào)查問卷和訪談獲得的數(shù)據(jù),運用馬克思恩格斯社會管理思想的基本立場、觀點和方法,分析當前我國外來務(wù)工人員管理主要問題的原因。這個分析主要從管理主體、管理客體以及社會環(huán)境三個方面入手,希望由此找到我國當前外來務(wù)工人員管理主要問題的根源,為有效地改善外來務(wù)工人員管理提供依據(jù)。第四部分依據(jù)馬克思恩格斯社會管理思想,結(jié)合紹興市柯橋區(qū)的管理模式,提出解決外來務(wù)工人員管理問題、提高管理水平的對策,期盼在外來務(wù)工人員管理上可以起到一定的借鑒作用。結(jié)語部分概括了本文的主要觀點,再次明確了外來務(wù)工人員管理需要遵循的原則,同時指出了需要進一步研究的問題。
[Abstract]:Strengthening the management of migrant workers is an important link in perfecting the social management system and promoting the harmonious development of the society. Although Marx and Engels did not systematically discuss the social management issues, But this does not mean that they do not have social management thoughts. Study their social management ideas, use them to analyze the management problems of migrant workers in China, and guide the management practice of migrant workers in our country. It will help to improve the management level of migrant workers in China. This paper attempts to analyze the history and present situation of the management of migrant workers in China under the guidance of Marx and Engels' social management thought and the author's survey data. Achievements and problems, causes and countermeasures, with a view to making a modest contribution to the management of migrant workers in China. The introduction gives a brief explanation of the relevant background and significance of the research on this topic, which is as comprehensive as possible. This paper systematically summarizes the social management thoughts of Marx and Engels at home and abroad in recent years, the development of the management of migrant workers in China, defines the concepts involved in this paper, and introduces the research ideas and methods of this paper. And explains the content, emphasis, difficulties and possible innovation of this paper. The first part mainly discusses since the founding of the people's Republic of China. The situation of China's population mobility and its main policies on the floating population, including migrant workers. This part divides the history since the founding of the people's Republic of China into two periods, before and after the reform and opening up, with the reform and opening up as the watershed. Each of these periods is divided into different stages according to the characteristics of population movements and national policies, The second part mainly combines Marx and Engels' social management thought to analyze the current situation of the management of migrant workers in China, including the achievements and the main problems. The third part is based on the second part, combining the data obtained by questionnaire and interview, using the basic stand, viewpoint and method of Marx and Engels' social management thought. This paper analyzes the causes of the main problems in the management of migrant workers in our country. This analysis mainly starts from three aspects: the main body of management, the object of management and the social environment, hoping to find out the root causes of the main problems in the management of migrant workers in our country at present. In order to effectively improve the management of migrant workers. 4th part based on Marx and Engels social management ideas, combined with the Shaoxing Keqiao District management model, proposed to solve the problem of migrant workers management, improve the management level of countermeasures, The conclusion summarizes the main points of this paper, clarifies the principles to be followed in the management of migrant workers, and points out the problems that need to be further studied.
