【摘要】：執(zhí)政理念是執(zhí)政理論的核心和精髓,是執(zhí)政黨對(duì)執(zhí)政規(guī)律、執(zhí)政理想、執(zhí)政準(zhǔn)則和執(zhí)政思路的理性認(rèn)識(shí),具有階級(jí)性、指導(dǎo)性和動(dòng)態(tài)發(fā)展性等特征。執(zhí)政理念一旦形成就會(huì)貫穿于執(zhí)政實(shí)踐的全過(guò)程,它的變化、發(fā)展受到執(zhí)政環(huán)境和執(zhí)政黨的主導(dǎo)意識(shí)形態(tài)的影響。執(zhí)政理念反映執(zhí)政黨的執(zhí)政意識(shí),支配執(zhí)政黨的執(zhí)政行為,決定執(zhí)政黨的執(zhí)政方式,體現(xiàn)執(zhí)政黨的執(zhí)政能力。執(zhí)政理念有如此重要的地位和作用,正是我們研究執(zhí)政理念的必要性所在。 中國(guó)共產(chǎn)黨的執(zhí)政理念不是憑空產(chǎn)生的,它的理論根源是馬克思、恩格斯關(guān)于無(wú)產(chǎn)階級(jí)政黨的學(xué)說(shuō)和列寧關(guān)于執(zhí)政黨建設(shè)的思想。馬克思主義經(jīng)典作家的上述思想對(duì)中國(guó)共產(chǎn)黨的建立、黨的建設(shè)及其執(zhí)政實(shí)踐有著重大的指導(dǎo)作用。中國(guó)共產(chǎn)黨60多年的執(zhí)政實(shí)踐過(guò)程,同時(shí)也是黨的執(zhí)政理念產(chǎn)生、發(fā)展以及逐步完善的過(guò)程。本文運(yùn)用歷史分析法、分析和綜合相結(jié)合的方法,深入研究了新中國(guó)成立以來(lái)黨的歷屆中央領(lǐng)導(dǎo)集體的執(zhí)政理念,對(duì)各時(shí)期執(zhí)政理念的內(nèi)涵、實(shí)踐、成效和內(nèi)在聯(lián)系進(jìn)行了深入剖析,對(duì)中國(guó)共產(chǎn)黨的執(zhí)政理念有了縱橫兩方面的認(rèn)識(shí)。中國(guó)共產(chǎn)黨執(zhí)政理念實(shí)踐過(guò)程中不可避免的遇到種種挑戰(zhàn),如黨員干部隊(duì)伍自身存在的一些嚴(yán)重問(wèn)題,發(fā)展黨內(nèi)民主和基層民主的要求,部分群眾對(duì)黨的執(zhí)政合法性及國(guó)家管理的認(rèn)同危機(jī)等等,這些都對(duì)黨的執(zhí)政理念實(shí)踐進(jìn)行著嚴(yán)峻的考驗(yàn)。針對(duì)這些問(wèn)題,吸取經(jīng)驗(yàn)教訓(xùn),從實(shí)際出發(fā),本文提出了新階段加強(qiáng)執(zhí)政理念建設(shè)的對(duì)策,這也是本文的創(chuàng)新點(diǎn)所在。首先,要保持黨的執(zhí)政理念的科學(xué)性。馬克思主義理論的指導(dǎo)地位不可動(dòng)搖,還要加強(qiáng)對(duì)執(zhí)政經(jīng)驗(yàn)和執(zhí)政規(guī)律的研究。其次,從完善黨的執(zhí)政體制和執(zhí)政方式、轉(zhuǎn)變政府職能,等方面,不斷推動(dòng)黨執(zhí)政理念的創(chuàng)新,保證執(zhí)政實(shí)踐的高效。 中國(guó)共產(chǎn)黨執(zhí)政理念的成熟和完善,豐富和發(fā)展了馬克思主義執(zhí)政理論；對(duì)黨的路線、方針及政策的制定與執(zhí)行有著重要的指導(dǎo)作用；對(duì)保持黨的先進(jìn)性、提高黨的執(zhí)政能力和鞏固黨的執(zhí)政地位具有深遠(yuǎn)的意義。
[Abstract]:The ruling idea is the core and essence of the ruling theory, and the rational understanding of ruling law, ruling ideal, ruling rule and ruling thought of the ruling party. As soon as the governing idea is formed, it will run through the whole process of governing practice and its change. The development is influenced by the ruling environment and the ruling party's leading ideology. The ruling idea reflects the ruling party's ruling consciousness, dominates the ruling party's ruling behavior, and decides the ruling party's ruling way. To embody the ruling ability of the ruling party, the ruling idea has such an important position and function, which is the necessity of our research on the ruling idea. The ruling idea of the Communist Party of China is not born out of thin air, its theoretical root is Marx. Engels' theory on proletarian political parties and Lenin's thoughts on the construction of the ruling party. The construction of the Party and its ruling practice play an important guiding role. The ruling practice of the Communist Party of China for more than 60 years is also the emergence of the ruling concept of the Party. This article uses the historical analysis method, the analysis and the synthesis method, has deeply studied the party's successive central leadership collective ruling idea since the founding of the new China. The connotation, practice, effect and internal relationship of the concept of governance in each period are deeply analyzed. The Communist Party of China has a vertical and horizontal understanding of the ruling concept. The Communist Party of China inevitably encountered a variety of challenges in the process of practice, such as some serious problems existing in the ranks of party members and cadres themselves. The requirements of developing inner-party democracy and grass-roots democracy, the crisis of some people's identity to the ruling legitimacy of the Party and the state management, all of these are a severe test to the practice of the Party's governing concept. From the experience and lessons, this paper puts forward the countermeasures to strengthen the construction of governing concept in the new stage, which is also the innovation of this paper. First of all. In order to maintain the scientific nature of the Party's governing concept, the guiding position of Marxist theory is unshakable, and the study of the ruling experience and the ruling law should be strengthened. Secondly, from the perfection of the ruling system and the ruling mode of the Party. The transformation of government functions and other aspects constantly promote the innovation of the Party's ruling concept and ensure the efficiency of the ruling practice. The maturity and perfection of the ruling concept of the Communist Party of China enriches and develops the Marxist ruling theory. It plays an important guiding role in the formulation and implementation of the Party's line, principles and policies; It is of great significance to maintain the advanced nature of the Party, to improve the Party's ruling ability and to consolidate the Party's ruling position.
