【摘要】：正大生紗廠開車前后,大量物料需要購買,其中燃料、機(jī)件等物資需要從上海轉(zhuǎn)運(yùn)至南通,運(yùn)輸船須向"江海大關(guān)"繳納稅款。此時的江海關(guān),已經(jīng)建立了外籍稅務(wù)司制度,但外籍稅務(wù)司主要管轄江海關(guān)的夷稅征收事宜。蘇松太兵備道作為江海關(guān)的管轄官員,依然擁有華稅的征收權(quán)。持有蘇松太兵備道頒發(fā)的護(hù)照,繳納稅款后,船只可徑出吳淞口運(yùn)往南通。
