【摘要】：改革開放之后,對于非國寶級的文物,國家鼓勵"藏寶于民",允許民間藝術(shù)品依法流通,這為民間文物藝術(shù)品收藏和文物藝術(shù)品市場的興起鋪平了道路。近年來,國內(nèi)藝術(shù)品市場一路高歌猛進,2011年憑借2106億的交易額取代美國躍居世界文物藝術(shù)品交易額排行榜榜首,成為世界上規(guī)模最大的藝術(shù)品市場。但在市場高速擴張的背后,巨額資金激情式地涌入,使中國藝術(shù)市場運作機制、管理機制、配套服務(wù)機制和稅務(wù)機制的缺失凸現(xiàn)。今天中國文物藝術(shù)品市場的主要問題呈現(xiàn)為:私下交易普遍存在價格欺詐和以假充真、以次充好的弊端,公開拍賣交易渠道又存在虛假拍和作價弊端。但是被公眾詬病最大的莫過于中國藝術(shù)品鑒定評估行業(yè)的現(xiàn)狀,一度呈現(xiàn)為:真假不要緊,只要能轉(zhuǎn)手,流通性是第一位的,真?zhèn)问亲詈笠晃坏�。破解困局既要著眼于科學檢測手段的介入、學理建樹、人才培養(yǎng)這些基礎(chǔ)性工作,也需要在自由市場經(jīng)濟的環(huán)境中建立起有效可行的制度、準則和有效的監(jiān)管體系。
[Abstract]:After the reform and opening up, the state encourages the "treasure to be stored in the people" and allows the folk art to circulate according to law, which paves the way for the collection of folk cultural relics and the rise of the art market. In recent years, the domestic art market has been booming, with a turnover of 210.6 billion in 2011 to replace the United States to the top of the list of the world's artefacts, becoming the world's largest art market. But behind the rapid expansion of the market, a huge amount of funds passionately pour in, which makes the lack of operation mechanism, management mechanism, supporting service mechanism and tax mechanism of Chinese art market appear. The main problems in China's cultural relics and art market today are as follows: price fraud, falsehood and subjugation are common in private transactions, and there are false auction and price problems in public auction trading channels. But the most criticized by the public than the status quo of the Chinese art appraisal industry, once presented as: true or false does not matter, as long as can change hands, liquidity is the first, authenticity is the last. In order to solve the dilemma, we should focus on the intervention of scientific means of detection, the construction of science and theory, and the cultivation of talents. We also need to set up effective and feasible systems, norms and effective regulatory systems in the environment of free market economy.
