【摘要】：漢魏洛陽故城是我國重要的古代都城遺址之一,是“十一五”期間國家重點保護(hù)的100處大遺址之一,是《大遺址保護(hù)“十二五”專項規(guī)劃》中洛陽片區(qū)的重要遺址之一。作為我國重要的大型古代遺址,漢魏洛陽故城在我國的文化遺產(chǎn)事業(yè)中有重要的價值。對于漢魏洛陽故城的研究,從民國時期開始到現(xiàn)在已經(jīng)持續(xù)將近百年時間,近年隨著漢魏洛陽故城被確立為國家考古遺址公園和成為世界文化遺產(chǎn),對漢魏洛陽故城的研究以及管理變得更加迫切,要求也越來越高。 本論文在吸納和分析了國內(nèi)外大遺址保護(hù)相關(guān)理論和具體做法的基礎(chǔ)上,認(rèn)真研究了我國現(xiàn)在關(guān)于文化遺產(chǎn)保護(hù)方面的政策與措施,以及中央政府近幾年有關(guān)文化體制改革的相關(guān)政策,特別是文化強國戰(zhàn)略的提出,分析了中共十八大報告首次提出的“美麗中國”執(zhí)政理念。 在此基礎(chǔ)上,通過對漢魏洛陽故城歷史沿革的介紹,對漢魏洛陽故城價值的分析,洛陽市現(xiàn)代城市規(guī)劃的歷程和“洛陽模式”發(fā)展歷程的描述以及漢魏洛陽故城現(xiàn)狀的介紹,對比了“良渚模式”、漢長安城國家大遺址保護(hù)特區(qū)、“曲江模式”,提出了構(gòu)建漢魏洛陽故城特區(qū)的構(gòu)想。并且結(jié)合洛陽市和漢魏洛陽故城的實際情況,簡述了構(gòu)建漢魏洛陽故城特區(qū)的具體建議。
[Abstract]:The ancient city of Luoyang in Han and Wei dynasties is one of the most important ancient capital sites in China, one of the 100 important sites protected by the state during the 11th Five-Year Plan, and one of the important sites in the Luoyang area in the "Twelfth Five-Year Plan for the Protection of the Great ruins". As an important ancient site in China, the ancient city of Luoyang in the Han and Wei dynasties is of great value in China's cultural heritage. The research on the ancient city of Luoyang in the Han and Wei dynasties has lasted for nearly a hundred years from the beginning of the Republic of China to the present. In recent years, with the establishment of the ancient city of Luoyang in the Han Wei Dynasty as a national archaeological site park and as a world cultural heritage, The research and management of Luoyang City in Han and Wei dynasties became more and more urgent and demanding. On the basis of absorbing and analyzing the relevant theories and practices of the protection of great sites at home and abroad, this paper studies the policies and measures on the protection of cultural heritage in China. As well as the relevant policies of the central government on the reform of the cultural system in recent years, especially the strategy of the cultural power, this paper analyzes the ruling concept of "beautiful China" which was first put forward in the report of the 18th National Congress of the Communist Party of China (CPC). On this basis, through the introduction of the historical evolution of Luoyang Old City in the Han Wei Dynasty, the analysis of the value of Luoyang Old City in the Han Wei Dynasty, the course of modern urban planning and the development course of "Luoyang Model" in Luoyang City, as well as the introduction of the present situation of Luoyang Forbidden City in the Han Wei Dynasty, This paper compares Liangzhu Model, Han Chang'an National site Protection Special Zone and Qujiang Model, and puts forward the conception of constructing Han Wei Luoyang Old City Special Zone. Combined with the actual situation of Luoyang City and Luoyang City of Han Wei, this paper briefly introduces the concrete suggestions of constructing Luoyang Old City Special Zone of Han Wei.
