【摘要】： 歷史文化名鎮(zhèn)名村是中華歷史文化寶庫中的一朵奇葩,是中華文明的重要物質(zhì)載體。改革開放以來,各級(jí)政府及相關(guān)部門對歷史文化村鎮(zhèn)保護(hù)的重視程度日益增強(qiáng),相關(guān)法律、法規(guī)和保護(hù)政策陸續(xù)出臺(tái),各相關(guān)領(lǐng)域的專家學(xué)者對歷史村鎮(zhèn)保護(hù)研究的思路也不斷拓展,研究內(nèi)容不斷深入,從而使歷史村鎮(zhèn)保護(hù)逐漸走上了一條有法可依、有章可循、健康發(fā)展的道路。但是,由于自然、歷史的原因和經(jīng)濟(jì)的高速發(fā)展、新型城鎮(zhèn)的迅速崛起、社會(huì)的巨大變革,居民對現(xiàn)代生活空間、生活方式的向往同保護(hù)歷史村鎮(zhèn)傳統(tǒng)風(fēng)貌特色發(fā)生碰撞。使歷史村鎮(zhèn)的原始風(fēng)貌和歷史建筑受到了不同程度的破壞和損毀,原有的魅力與韻味在一步步消褪。因此,如何實(shí)現(xiàn)古村鎮(zhèn)保護(hù)與城鎮(zhèn)建設(shè)協(xié)調(diào)發(fā)展、使歷史文化遺存得到合理、有效的開發(fā)利用,讓歷史文化與現(xiàn)代文明和諧共存,成為了擺在我們面前的重要課題。 本文以井陘縣天長鎮(zhèn)為例,以天長鎮(zhèn)歷史文化遺存現(xiàn)狀及功能調(diào)查為基礎(chǔ),在技術(shù)路線上以保護(hù)與持續(xù)發(fā)展相協(xié)調(diào)為指導(dǎo),以《中華人民共和國文物保護(hù)法》、《歷史文化名城名鎮(zhèn)名村保護(hù)條例》等政策法規(guī)為理論支撐,采用定性與定量分析相結(jié)合的方法,對天長鎮(zhèn)歷史文化遺存進(jìn)行綜合定量評(píng)價(jià)及分級(jí),分析價(jià)值特色,明確保護(hù)重點(diǎn),提出保護(hù)目標(biāo),挖掘開發(fā)利用潛力,進(jìn)而提出切實(shí)可行的開發(fā)利用對策。 本文主要分為五個(gè)部分: 第一部分,介紹研究目的、意義及國內(nèi)外對歷史村鎮(zhèn)保護(hù)的研究進(jìn)程; 第二部分簡要介紹天長鎮(zhèn)的自然、社會(huì)經(jīng)濟(jì)概況狀況,詳細(xì)介紹了部分比較典型的歷史文化遺存,并總結(jié)了價(jià)值特色; 第三部分,將全面調(diào)查的鎮(zhèn)域、鎮(zhèn)區(qū)歷史文化遺存,分為歷史價(jià)值、科學(xué)價(jià)值和社會(huì)文化價(jià)值等7項(xiàng)包括20個(gè)指標(biāo)進(jìn)行綜合定量評(píng)價(jià),并據(jù)此將其劃分為四級(jí),明確了保護(hù)重點(diǎn); 第四部分,明確了保護(hù)思路,分鎮(zhèn)域、鎮(zhèn)區(qū)提出了保護(hù)規(guī)劃構(gòu)想及對文物保護(hù)單位、古城垣、歷史文化街區(qū)等方面的保護(hù)措施與對策; 第五部分,分析了開發(fā)利用的條件、發(fā)展機(jī)遇和潛在挑戰(zhàn),提出了開發(fā)利用途徑及相應(yīng)的思路與對策。
[Abstract]:Famous towns and villages in historical and cultural areas are a wonderful flower in the treasure house of Chinese history and culture and an important material carrier of Chinese civilization. Since the reform and opening up, governments at all levels and relevant departments have paid more and more attention to the protection of historical and cultural villages and towns. Laws and regulations and protection policies have been issued one after another, and experts and scholars in various related fields have also continuously expanded their thinking on the protection of historical villages and towns, and the contents of the research have been continuously deepened, so that the protection of historical villages and towns has gradually come to a rule of law and rules to follow. However, due to the rapid development of nature, history and economy, the rapid rise of new towns, the great changes in society, and the residents' space for modern life, The yearning for life style collides with the protection of the traditional style and features of historical villages and towns. The original style and features of historical villages and towns are destroyed and destroyed to varying degrees, and the original charm and charm fade step by step. How to realize the coordinated development between the protection of ancient villages and towns and the construction of towns, to make the historical and cultural relics reasonable and effective, and to make the historical culture and modern civilization coexist harmoniously has become an important subject in front of us. This paper takes Tianchang Town of Jingxing County as an example, based on the investigation of the present situation and function of the historical and cultural relics of Tianchang Town, and takes the coordination of protection and sustainable development as the guidance in the technical route. Based on the policies and regulations such as the Law of the people's Republic of China on the Protection of Cultural relics, the regulations on the Protection of famous towns and villages in famous Historical and Cultural cities, and other policies and regulations, the method of combining qualitative and quantitative analysis is adopted. This paper evaluates and classifies the historical and cultural relics of Tianchang Town, analyzes the characteristics of value, clarifies the key points of protection, puts forward the protection goal, excavates the potential of exploitation and utilization, and then puts forward feasible countermeasures of exploitation and utilization. This paper is divided into five parts:. The first part introduces the purpose and significance of the research and the research process of the protection of historical villages and towns at home and abroad. The second part briefly introduces the natural, social and economic situation of Tianchang Town, introduces some typical historical and cultural relics in detail, and summarizes the characteristics of value. In the third part, the historical and cultural relics of the town area and town district are divided into historical value, scientific value and sociocultural value, which include 20 indexes for comprehensive quantitative evaluation, and they are classified into four levels. The key points of protection are defined; In the 4th part, it clarifies the idea of protection, divides the town area, the town area puts forward the protection plan idea and the protection measure and the countermeasure to the cultural relic protection unit, the ancient city wall, the historical and cultural district and so on; In the 5th part, it analyzes the conditions, opportunities and potential challenges of development and utilization, and puts forward the ways of development and utilization as well as the corresponding ideas and countermeasures.
