【摘要】：文化遺產(chǎn)是中華文明史的歷史見證,也是幾千年文明史的重要載體。它們集中代表了中華民族傳統(tǒng)文化的豐富內(nèi)涵和發(fā)展的歷史軌跡,具有不可替代的整體價(jià)值和地位,千年古窯——長沙銅官窯即是其中之一。隨著社會(huì)的變遷,尤其是當(dāng)代工業(yè)化和城市化進(jìn)程的加快,同世界上眾多的古文化遺址一樣,長沙銅官窯遺址正面臨著被現(xiàn)代工業(yè)的快速發(fā)展破壞的威脅。因此在現(xiàn)有長沙銅官窯遺址基礎(chǔ)上,將長沙銅官窯遺址區(qū)規(guī)劃為集文物保護(hù)、教育、科研、旅游、休閑等多種功能于一體的“長沙銅官窯國家考古遺址公園”,顯得十分必要。 本文以國內(nèi)外可行性研究的發(fā)展為理論指導(dǎo),運(yùn)用定量分析與定性分析、理論結(jié)合實(shí)踐的方法,結(jié)合項(xiàng)目的具體特征,對(duì)銅官窯國家考古遺址公園建設(shè)工程的可行性進(jìn)行了深入系統(tǒng)的研究。文章從建設(shè)與編制單位、原則、廠址選擇等方面概況了銅官窯遺址項(xiàng)目的基本情況、特點(diǎn)。重點(diǎn)從考古遺址保護(hù)、文化遺產(chǎn)展示、工程建設(shè)、組織結(jié)構(gòu)及勞動(dòng)定員和實(shí)施進(jìn)度及招標(biāo)方案五個(gè)部分詳細(xì)分析了銅官窯遺址工程項(xiàng)目方案的制定。對(duì)項(xiàng)目的投資建設(shè)投資、總投資和鋪底流動(dòng)資金進(jìn)行估算,分析資金籌借方式、成本和自籌資金的來源。最后對(duì)項(xiàng)目財(cái)務(wù)效益及社會(huì)評(píng)價(jià)進(jìn)行了深度分析,包括財(cái)務(wù)測(cè)算、財(cái)務(wù)效益評(píng)價(jià)、社會(huì)效益評(píng)價(jià)和風(fēng)險(xiǎn)分析,并提出了相應(yīng)的防范措施。文章結(jié)構(gòu)清晰、層次分明,論證充分透徹,項(xiàng)目的研究得出了較強(qiáng)的實(shí)施可行性的結(jié)論。
[Abstract]:The cultural heritage is the historical witness of the history of Chinese civilization and the important carrier of the history of civilization for thousands of years. They represent the rich connotation and the historical track of the development of the Chinese traditional culture, and have irreplaceable overall value and status. The Tongguan Kiln of Changsha is one of them. With the change of society, especially with the acceleration of the process of industrialization and urbanization, it is like many ancient cultural sites in the world. Changsha Tongguan Kiln site is facing the threat of being destroyed by the rapid development of modern industry. Therefore, on the basis of the existing Changsha Tongguan Kiln site, the Changsha Tongguan Kiln site area is planned as a collection of cultural relics protection, education, scientific research and tourism. The National Archaeological site Park of Tongguan Kiln in Changsha, which has many functions such as leisure, is very necessary. Based on the development of feasibility study at home and abroad, this paper applies quantitative analysis and qualitative analysis, combines theory with practice, and combines the specific characteristics of the project. The feasibility of the construction project of Tongguankiln National Archaeological site Park is studied systematically and deeply. The basic situation of Tongguankiln site project is summarized from the aspects of construction and compilation unit, principle, site selection, etc. From the protection of archaeological sites, cultural heritage display, engineering construction, The organization structure, labor recruitment, implementation schedule and bidding scheme are analyzed in detail in this paper. The investment and construction investment, the total investment and the working capital at the bottom of the project are estimated. Finally, the financial benefit and social evaluation of the project are deeply analyzed, including financial calculation, financial benefit evaluation, social benefit evaluation and risk analysis. The corresponding preventive measures are put forward. The structure of the article is clear, the structure is clear, the demonstration is thorough, and the research of the project has reached the conclusion that the project is feasible.
