孟加拉國本地政府官員與官僚在團(tuán)隊(duì)合作效率方面的互補(bǔ)關(guān)系:多利益相關(guān)者視角

  本研究僅關(guān)注Upazila Parishad(UZP)團(tuán)隊(duì),該團(tuán)隊(duì)被稱為孟加拉農(nóng)村地方政府的中層政府。1982年以前,地方政府被由英國人繼承的官僚長期控制;1982年引入U(xiǎn)ZP系統(tǒng)后,地方政府的權(quán)威轉(zhuǎn)向了政治家,但是由于政府的不情愿和官僚之間缺乏合作,UZP系統(tǒng)沒有繼續(xù)下去。在長期缺席之后,UZP現(xiàn)在在492 Upazila的民選領(lǐng)導(dǎo)下運(yùn)作。根據(jù)UZP法案,Upazila Nirbahi官員(UNO)是孟加拉國公務(wù)員管理局干部的官員,他被指定為UZP的首席執(zhí)行官(PE0),而UNO的職責(zé)包括確保遵守規(guī)則和條例并維持財(cái)務(wù)紀(jì)律。根據(jù)1998年UZP法案(2009年和2011年修訂),UZP主席(UZPC)擁有監(jiān)督所有被調(diào)動人員的法定權(quán)力,移轉(zhuǎn)部門的官員也要對UZPC負(fù)責(zé),同時(shí),地方官僚也必須對其上級部門負(fù)責(zé)。經(jīng)過大量的實(shí)踐,UZP系統(tǒng)自2009年以來一直由其選舉產(chǎn)生的機(jī)構(gòu)負(fù)責(zé)管理。但是地方官僚并不準(zhǔn)備接受這種權(quán)威,因?yàn)榈胤矫襁x政治家試圖對地方官僚行使過多的政治權(quán)力,最終導(dǎo)致他們之間的沖突。為了緩和兩者之間的矛盾,政府也制定了一項(xiàng)規(guī)則,即在2015年以黨派關(guān)系的形式舉行地方政府選舉,但根據(jù)U...
