當(dāng)今世界,水污染等環(huán)境問題比比皆是,大部地區(qū)都被污染問題所影響。即使是很多發(fā)達(dá)國家都無法百分百的避免環(huán)境污染問題,更不用說一些發(fā)展中國家,比如撒哈拉沙漠以南的非洲地區(qū),當(dāng)然也包括加納。雖然加納地區(qū)水體惡化的速度令人震驚,但是這也給了研究者機(jī)會去討論那些傳統(tǒng)上與保護(hù)水源有關(guān)的機(jī)構(gòu),系統(tǒng)和決策者的有效性問題。同時,更好地了解公民對國家水政策結(jié)果的看法對于避免這一政策失敗和加劇水資源沖突非常重要。在本論文中,研究者主要關(guān)注于加納國家水政策中關(guān)于“衛(wèi)生教育和環(huán)境衛(wèi)生”的部分。加納國家水政策中包含的,衛(wèi)生教育和環(huán)境衛(wèi)生在城鄉(xiāng)供水可攜帶性方面面臨的主要挑戰(zhàn)有:通過從家庭,商業(yè)和工業(yè)(采礦)中不加區(qū)分地排放廢物(固體/液體)來避免水源污染;維持加納水務(wù)有限公司對阿克拉中央污水收集系統(tǒng)管理的支持。該關(guān)注領(lǐng)域的目的是盡量減少環(huán)境衛(wèi)生服務(wù)不良造成的水源污染,從而有助于改善社區(qū)的健康狀況。實(shí)現(xiàn)這一政策目標(biāo)的戰(zhàn)略包括:維持其環(huán)境衛(wèi)生政策并確保加納水務(wù)有限公司與負(fù)責(zé)整體環(huán)境衛(wèi)生(包括排泄物處理)的地方政府合作;堅(jiān)持收取一定比例的飲用水成本的政策,將該費(fèi)用作為地方政府提供衛(wèi)生服務(wù)的費(fèi)用。在以上種種政策戰(zhàn)略和目標(biāo)之...
