政治代表是指當(dāng)政治行為者為公民的最大利益而行動(dòng)時(shí),使公民在公共決策過程中“在場(chǎng)”的行為及活動(dòng)。為了更好地了解吉爾吉斯斯坦共和國(guó)婦女的政治代表問題——這不僅關(guān)系到個(gè)體層面上每一個(gè)作為獨(dú)立個(gè)體的的婦女,也關(guān)系到整體層面上一個(gè)國(guó)家在全球化時(shí)代的可持續(xù)發(fā)展——本文以吉爾吉斯斯坦共和國(guó)的性別政策(1995至2018年)為切入點(diǎn),反思和評(píng)估婦女在政治領(lǐng)域的“在場(chǎng)”方式及實(shí)現(xiàn)程度。第一章“政治領(lǐng)域的婦女斗爭(zhēng):歷史回顧”由三部分組成,包括發(fā)達(dá)國(guó)家和發(fā)展中國(guó)家婦女政治參與的經(jīng)驗(yàn),以及尚未解決的問題。第二章“吉爾吉斯共和國(guó)的國(guó)家性別政策”歷史性地回顧和梳理了吉爾吉斯共和國(guó)國(guó)家性別政策的立法和理論基礎(chǔ),以及婦女參與政治和社會(huì)發(fā)展的優(yōu)勢(shì)。第三章分析了吉爾吉斯共和國(guó)立法和行政部門以及地方自治機(jī)構(gòu)中婦女的參與情況,以及婦女參與國(guó)家政治生活的趨勢(shì)和前景。第四章討論了婦女從國(guó)家、個(gè)人和社會(huì)三個(gè)層面討論了吉爾吉斯共和國(guó)婦女政治代表問題的成因。第五章嘗試解答在婦女政治代表問題方面,吉爾吉斯斯坦自身的有效經(jīng)驗(yàn)和可以向其他國(guó)家學(xué)習(xí)的經(jīng)驗(yàn)(尤其是中國(guó))。最后,鑒于婦女政治代表問題與可持續(xù)發(fā)展的潛在關(guān)聯(lián),文章嘗試就在吉爾吉斯共和...
