　　本論文從現(xiàn)實(shí)主義國際關(guān)系理論的角度,對小布什政府的能源戰(zhàn)略進(jìn)行了探討和研究,通過對其執(zhí)政時期的國際能源形勢、前任政府的政策遺產(chǎn)、影響能源政策制定和執(zhí)行的國際、國內(nèi)因素和政府主要能源政策的分析以及對小布什政府最具代表性的能源行動—伊拉克戰(zhàn)爭—進(jìn)行的案例研究,作者得出如下結(jié)論:小布什政府制定和實(shí)施該戰(zhàn)略的主導(dǎo)原則就是確保本國能源供給及其美元作為國際石油交易計(jì)價貨幣的地位,從而確保美國的國家安全、實(shí)力地位,實(shí)現(xiàn)其利益的最大化。這一結(jié)論完全符合現(xiàn)實(shí)主義國際關(guān)系理論的觀點(diǎn),即在無政府狀態(tài)下,各國都致力于實(shí)現(xiàn)本國安全,即權(quán)力和利益的最大化。
