俄羅斯遠(yuǎn)東地區(qū)發(fā)展的國家項目改進(jìn)研究

在現(xiàn)代條件下,俄羅斯聯(lián)邦區(qū)域政策的主要方向之一是全面和系統(tǒng)地解決該地區(qū)復(fù)雜的社會經(jīng)濟(jì)問題。在實踐中,它被減少到引進(jìn)現(xiàn)代工具的區(qū)域發(fā)展。在確保人口生活的領(lǐng)域重新分配預(yù)算資源的主要機(jī)制是使用面向方案的管理和國家方案的發(fā)展。國家方案是實施旨在解決領(lǐng)土社會經(jīng)濟(jì)問題的國家政策的主要工具之一。目前,俄羅斯聯(lián)邦組成實體90%以上的預(yù)算是根據(jù)正在為該地區(qū)的社會和經(jīng)濟(jì)發(fā)展制定的國家計劃形成的。在俄羅斯聯(lián)邦主題中形成國家計劃的方法支持不允許為其發(fā)展,實施和評估建立最佳秩序,以及表征目標(biāo),任務(wù)和事件,其有效性和效率的實施指標(biāo)系統(tǒng)。許多國家方案不利于解決申報量中的復(fù)雜區(qū)域問題,主要旨在解決部門或部門任務(wù)。政府計劃通常集中在獲得最大的預(yù)算資金,這是由于發(fā)展和評估的結(jié)構(gòu)和功能依賴性的理論不健全。根據(jù)俄羅斯聯(lián)邦國家方案門戶網(wǎng)站的官方網(wǎng)站,目前正在各個領(lǐng)域?qū)嵤?4個方案,即:確保國家安全,平衡的區(qū)域發(fā)展,經(jīng)濟(jì)的創(chuàng)新發(fā)展和現(xiàn)代化,有效的狀態(tài)和新的生活質(zhì)量。在這項研究中,介紹了"遠(yuǎn)東聯(lián)邦區(qū)的社會經(jīng)濟(jì)發(fā)展"國家計劃,其結(jié)果和對該地區(qū)的影響。審查這個國家方案是否是一個有效的工具,它是否會產(chǎn)生積極的結(jié)果,并提出現(xiàn)有的問題和解決...
