每一個(gè)項(xiàng)目的成功或失敗都需要進(jìn)行全面的評(píng)估。比如由非政府組織在發(fā)展中國(guó)家開展的非營(yíng)利項(xiàng)目始終未能使項(xiàng)目受益人或客戶滿意,項(xiàng)目執(zhí)行小組雖然在預(yù)算范圍內(nèi)不懈地工作,并在規(guī)定的最后期限內(nèi)不斷改進(jìn),但是他們忘記評(píng)估和反思其項(xiàng)目對(duì)受益者的成果和影響。與任何其他項(xiàng)目一樣,在津巴布韋實(shí)施的青年就業(yè)技能和農(nóng)村發(fā)展項(xiàng)目引起了所有當(dāng)?shù)孛襟w的關(guān)注,國(guó)際媒體也未能幸免。關(guān)于該項(xiàng)目的討論僅限于項(xiàng)目完成、范圍、時(shí)間和費(fèi)用,對(duì)成果關(guān)注甚少,總體業(yè)績(jī)難以衡量,需要一個(gè)全面的評(píng)估。本研究的重點(diǎn)是回顧關(guān)于項(xiàng)目成功標(biāo)準(zhǔn)的文獻(xiàn),并制定一個(gè)能夠全面衡量項(xiàng)目成功的概念。目的還在于利用所開發(fā)的模式,嚴(yán)格評(píng)價(jià)青年就業(yè)和農(nóng)村發(fā)展技能項(xiàng)目是否可以被視為成功,然后根據(jù)研究結(jié)果為今后的方案擬訂提出建議。為了收集足夠的項(xiàng)目成功評(píng)價(jià)數(shù)據(jù),進(jìn)行了嚴(yán)格的文獻(xiàn)審查,并在研究中確定形成了一個(gè)新的全面評(píng)估概念。在評(píng)估選定項(xiàng)目的過程中,使用了調(diào)查問卷、深入訪談和焦點(diǎn)小組討論等方式,從參與項(xiàng)目的關(guān)鍵人員、項(xiàng)目受益者和當(dāng)?shù)厣鐓^(qū)領(lǐng)袖那里收集數(shù)據(jù),并使用Excel和Minitab 17對(duì)數(shù)據(jù)進(jìn)行了分析。結(jié)果表明,津巴布韋達(dá)爾文山地區(qū)的青年就業(yè)和農(nóng)村發(fā)展項(xiàng)目取得了成...
