【摘要】：城市不是完成品,而是生命體。自第二次世界大戰(zhàn)以來(lái),英國(guó)城市經(jīng)濟(jì)基礎(chǔ)的轉(zhuǎn)變和后城鎮(zhèn)化趨勢(shì)導(dǎo)致英國(guó)城市整體的衰落,城市復(fù)興理論和實(shí)踐應(yīng)運(yùn)而生,已成為英國(guó)城市治理的重要研究和實(shí)踐領(lǐng)域。本文旨在探討20世紀(jì)80年代以來(lái)至此文成稿之年三個(gè)歷史階段內(nèi)英格蘭城市復(fù)興中的合作關(guān)系的演變,尤其是對(duì)合作關(guān)系中公共部門、私營(yíng)部門和第三部門的角色、事權(quán)和責(zé)任的歷史動(dòng)態(tài)變化及其相互關(guān)系進(jìn)行剖析,提出英格蘭城市復(fù)興中合作關(guān)系的重要意義和總結(jié)開展合作關(guān)系的寶貴經(jīng)驗(yàn),以期促進(jìn)我國(guó)及其他國(guó)家城市復(fù)興工作的開展。 英格蘭城市復(fù)興的經(jīng)驗(yàn)表明,公共部門、私營(yíng)部門和第三部門之間的三部門合作關(guān)系在解決城市問(wèn)題、振興城市的過(guò)程中發(fā)揮著至關(guān)重要的作用,但仍有待進(jìn)一步的加強(qiáng)和完善,實(shí)現(xiàn)三個(gè)部門之間事權(quán)、資源與責(zé)任的平衡和協(xié)調(diào)。其中,公共部門內(nèi)部中央政府和地方政府的關(guān)系直接關(guān)系城市復(fù)興工作的有效性,英格蘭的地方政府從被剝奪參與,到重?fù)?dān)責(zé)任和重獲事權(quán)的歷史演變說(shuō)明地方政府是城市復(fù)興不可或缺的參與者。中央政府應(yīng)簡(jiǎn)政放權(quán),賦予地方政府更多的事權(quán)和財(cái)權(quán),同時(shí)避免政策過(guò)于狹小,以保障城市復(fù)興的戰(zhàn)略視角。三部門合作關(guān)系中,公共部門尤其是地方政府應(yīng)繼續(xù)發(fā)揮引導(dǎo)作用,一方面鼓勵(lì)和支持私營(yíng)部門的繼續(xù)投資于參與,另一方面要讓以社區(qū)、慈善組織、社會(huì)企業(yè)等組成的第三部門發(fā)揮實(shí)質(zhì)性的作用,解決公共部門效率不足和私營(yíng)部門過(guò)分功利的問(wèn)題,保障城市復(fù)興的戰(zhàn)略性、可持續(xù)性、高效性和以人為本。
