本項(xiàng)研究主要有兩個(gè)主題:首先,分析政治領(lǐng)袖和政體類型對(duì)東非共同體（以下簡(jiǎn)稱“東共體”）成員國合作的影響;其次,分析國內(nèi)輿論和選民的政治觀點(diǎn)對(duì)東非共同體發(fā)展的影響。研究的主要數(shù)據(jù)來源是使用文獻(xiàn)分析得到的次級(jí)數(shù)據(jù),初級(jí)數(shù)據(jù)則通過在線調(diào)查問卷收集而來。調(diào)查問卷的受訪者來自肯尼亞、烏干達(dá)、坦桑尼亞、盧旺達(dá)和布隆迪五個(gè)成員國,問卷的目的是在于了解民眾觀點(diǎn)。研究發(fā)現(xiàn),在東非共同體內(nèi),領(lǐng)袖的類型將決定國家是選擇合作還是選擇背叛。東非共同體被認(rèn)為是在首腦峰會(huì)和成員國領(lǐng)導(dǎo)人的努力下蓬勃發(fā)展的。每當(dāng)兩位領(lǐng)導(dǎo)人之間出現(xiàn)問題,就會(huì)波及到首腦峰會(huì)和整個(gè)東共體。首腦峰會(huì)就會(huì)由于領(lǐng)導(dǎo)人間的誤解而被迫推遲。例如,烏干達(dá)和盧旺達(dá)首腦之間的相互猜疑,導(dǎo)致盧旺達(dá)關(guān)閉了與烏干達(dá)的邊界,并取消了建造連接肯尼亞、烏干達(dá)、盧旺達(dá)和布隆迪的鐵路線計(jì)劃,而這本是東共體的一個(gè)項(xiàng)目。布隆迪領(lǐng)導(dǎo)人也曾拒絕出席東共體首腦峰會(huì)的一些會(huì)議,原因是領(lǐng)導(dǎo)人指責(zé)盧旺達(dá)企圖破壞布隆迪的穩(wěn)定。另一方面,肯尼亞和坦桑尼亞的領(lǐng)導(dǎo)風(fēng)格并未對(duì)區(qū)域一體化產(chǎn)生負(fù)面影響。定期選舉雖然產(chǎn)生了不同的領(lǐng)導(dǎo)人,但無論哪位總統(tǒng)執(zhí)政,他們都堅(jiān)持一貫的外交政策。自新的東非共同體成立以...
