【摘要】：眾所周知,美國是一個移民國家,每年都會有數(shù)以萬計的移民來到美國,這些移民為美國的發(fā)展做出了巨大的貢獻。但我們不難發(fā)現(xiàn)這樣一個事實,在這些外來移民中有許多都屬于非法移民�，F(xiàn)狀堪憂的非法移民對美國的社會、經(jīng)濟、人口等許多方面造成了巨大的影響和沖擊,因此改革美國現(xiàn)有的移民政策成為必然。 美國歷史上曾經(jīng)進行過多次移民政策的改革,但均未達到預(yù)期的效果。2008年的全球經(jīng)濟危機給世界各國帶來了不同程度的影響。 在這種種因素的影響和制約下,美國移民政策改革迫在眉睫。但奧巴馬于2010年底提交的移民政策改革方案卻出乎意料地遭到了國會的否決。由于美國的移民政策是許多因素相互作用的結(jié)果,探討奧巴馬移民政策改革失敗的原因?qū)⒂兄谖覀兞私饷绹膬?nèi)政外交政策,因此具有重大的理論和實踐意義。本文將運用亨廷頓的國民特性理論對奧巴馬政府移民改革失敗的原因做進一步的闡述和分析。
