【摘要】：冷戰(zhàn)結(jié)束以來,東北亞地區(qū)的安全結(jié)構(gòu)已經(jīng)發(fā)生了多種變化,冷戰(zhàn)時(shí)期的二元對(duì)立結(jié)構(gòu)早已演變?yōu)橐环N犬牙交錯(cuò)的網(wǎng)狀結(jié)構(gòu)。朝核問題沖擊了現(xiàn)存的東北亞安全結(jié)構(gòu),又是重構(gòu)東北亞安全結(jié)構(gòu)進(jìn)而構(gòu)筑更高層次的東北亞安全機(jī)制的一大動(dòng)因。朝核問題正是以一種危機(jī)的形式,從負(fù)面給人們關(guān)注地區(qū)安全合作提供了契機(jī)。 東北亞地區(qū)由于本身的特殊歷史因素以及地緣政治特性,使其至今尚未形成有效的覆蓋整個(gè)區(qū)域的地區(qū)安全機(jī)制。東北亞對(duì)地區(qū)安全合作的現(xiàn)實(shí)需要與政策訴求一直處在醞釀、累積之中,現(xiàn)在開始以朝核問題為契機(jī)提出來。朝核問題牽動(dòng)了各種關(guān)系,把如何保證東北亞和平與安全,使其穩(wěn)定化,實(shí)現(xiàn)持久和平的問題擺在了本區(qū)域各國(guó)面前。 本文從安全機(jī)制基本概念入手,分析朝核問題的演變和發(fā)展、東北亞安全機(jī)制建立的條件,得出在六方會(huì)談框架內(nèi)解決朝核問題的過程也就是東北亞安全機(jī)制漸趨成型的過程的結(jié)論。只要東北亞各國(guó)切實(shí)按照有關(guān)原則行事,一個(gè)充滿活力、公正合理的東北亞安全機(jī)制就一定能夠形成。面向新世紀(jì),多邊安全合作機(jī)制對(duì)于保障國(guó)家安全、地區(qū)穩(wěn)定以及東北亞和平與繁榮有著巨大的影響,也是非常必要的。
[Abstract]:Since the end of the Cold War, many changes have taken place in the security structure of Northeast Asia, and the binary opposition structure during the Cold War has already evolved into a kind of reticular structure with interlaced dogs and teeth. The North Korean nuclear issue has impacted the existing security structure in Northeast Asia, and it is also a major motivation to reconstruct the security structure in Northeast Asia and build a higher level security mechanism in Northeast Asia. The North Korean nuclear issue provides an opportunity for people to pay attention to regional security cooperation in the form of a crisis. Due to its special historical factors and geopolitical characteristics, Northeast Asia has not yet formed an effective regional security mechanism covering the whole region. The realistic needs and policy demands of regional security cooperation in Northeast Asia have been brewing and accumulating, and now they are beginning to take the DPRK nuclear issue as an opportunity to put forward. The North Korean nuclear issue has affected various relations, and the issue of how to ensure peace and security in Northeast Asia, stabilize it, and achieve lasting peace has been placed before the countries of the region. Starting with the basic concept of security mechanism, this paper analyzes the evolution and development of the North Korean nuclear issue and the conditions for the establishment of the security mechanism in Northeast Asia, and draws the conclusion that the process of solving the North Korean nuclear issue within the framework of the six-Party talks is that the security mechanism in Northeast Asia is gradually taking shape. As long as Northeast Asian countries act in accordance with the relevant principles, a dynamic, fair and reasonable Northeast Asian security mechanism will certainly be formed. Facing the new century, multilateral security cooperation mechanism has a great impact on national security, regional stability and peace and prosperity in Northeast Asia.
