漫談日本文官體系中的“學(xué)緣”關(guān)系

【摘要】:正說起研究日本,無論是研究它的政界、學(xué)界還是商界,都無法繞開日本社會的各種關(guān)系網(wǎng),這幾乎已是共識。本文將重點談?wù)勅毡旧鐣P(guān)系網(wǎng)的一個重要側(cè)面——文官體系的內(nèi)部關(guān)系結(jié)構(gòu)以及對文官出身來源影響最大的"學(xué)緣"關(guān)系。日本現(xiàn)代文官集團(tuán)實質(zhì)上脫胎于幕府時代的武士階層。德川幕府被來自薩摩藩和長州藩的武士推翻后,來自這兩個藩的武士構(gòu)成了日本明治維新文官集團(tuán)的主體。明治革新派以"尊王攘夷"的名義讓日本有了一個共同擁戴的天皇,并且消滅了原有的幕府體制。但是,如果從統(tǒng)治階層的構(gòu)成成分來看,這無非是消滅了德川及其附屬的寡頭壟斷集團(tuán),而真正的官僚血液——武士集團(tuán)——卻毫發(fā)無損。隨著幕府和各地大名的消
[Abstract]:It is almost a consensus that the study of Japan, whether in politics, academia or business, cannot bypass the networks of Japanese society. This paper will focus on the internal relationship structure of the civil service system, which is an important aspect of the Japanese social network, and the "academic relationship", which has the greatest influence on the origin of the civil servants. Japan's modern civil service group was essentially born out of the samurai class of the shogunate era. After the shogunate was overthrown by samurai from Samoan vassal and Changzhou vassal, the samurai from these two vassals formed the main body of Meiji Reform Civil Service Group in Japan. The Meiji reformists gave Japan a common emperor and wiped out the original shogunate system in the name of "honoring the king."
