約翰遜政府“社區(qū)行動計劃”的歷史考察——兼論美國聯(lián)邦政府資助公民參與的政策

【摘要】："社區(qū)行動計劃"是約翰遜政府"向貧困開戰(zhàn)"運動的核心立法,是在美國社會、經(jīng)濟和政治環(huán)境發(fā)生深刻變化的背景下提出的。該計劃旨在通過聯(lián)邦政府支持貧困人口參與的方式,應對日益嚴重的城市貧困現(xiàn)象,是聯(lián)邦社會福利政策和公民參與政策的結合。"社區(qū)行動計劃"的兩個創(chuàng)新——繞過地方政治建制的聯(lián)邦政府與地方社區(qū)的合作以及對貧困人口"最切實可行的參與"的要求——蘊含著內在的調整機制,確保"社區(qū)行動計劃"支持的公民參與停留在政治社會化的軌道上。
[Abstract]:The Community Action Plan (CBAP) is the core legislation of the Johnson administration's "War against Poverty" campaign. It is proposed against the background of profound changes in the social, economic and political environment of the United States. The program aims to address growing urban poverty by supporting the participation of the poor through the federal government and is a combination of federal social welfare policies and citizen participation policies. " Two innovations in the Community Action Plan-cooperation between the federal government and local communities bypassing the local political establishment and the requirement for "the most practical participation" of the poor-contain intrinsic adjustment mechanisms. Ensure that citizen participation supported by the Community Action Plan remains on the path of political socialization.
