【摘要】：較早實施職業(yè)資格證書制度的英國,以其優(yōu)良運作體系和較高證書質(zhì)量享譽世界。在簡要梳理英國職業(yè)資格發(fā)展歷程的基礎(chǔ)上,分析、介紹了其特點和經(jīng)驗:完備的法律體系、權(quán)責清晰的組織管理體系、科學(xué)規(guī)范的職業(yè)標準體系、以工作現(xiàn)場實際表現(xiàn)為證據(jù)的考評體系、嚴格的證書質(zhì)量管理體系、普職等值的資格框架體系,以期對解決當下資格"亂象"、推進我國職業(yè)資格證書制度建設(shè)有所啟示。
[Abstract]:The United Kingdom, which implemented the vocational qualification certificate system earlier, is famous all over the world for its excellent operating system and higher certificate quality. On the basis of briefly combing the development course of British professional qualification, this paper analyzes and introduces its characteristics and experiences: a complete legal system, a clear organizational management system with clear powers and responsibilities, and a scientific and standardized professional standard system. The appraisal system, the strict certificate quality management system and the qualification framework system based on the actual performance of the work site are expected to be helpful to solve the "disorder" of qualification and to promote the construction of vocational qualification certificate system in China.
