【摘要】：民主集中制雖是蘇聯(lián)模式形成的核心原則,但蘇聯(lián)模式卻逐漸背離了這一原則。蘇聯(lián)模式的興衰周期基本上就是民主制與集中制的博弈周期。民主集中制質(zhì)變成集中制是蘇聯(lián)模式異化成高度集權(quán)模式的直接動因。蘇聯(lián)模式早期能夠獲得巨大成功是因為民主集中制中的民主制還有生命,蘇聯(lián)模式后來失敗的原因之一是其民主集中制中僅剩下集中制,民主制蕩然無存。如何確保民主集中制正確地得到貫徹是社會主義國家政黨面臨的重大課題。
[Abstract]:Although democratic centralism is the core principle of the Soviet model, the Soviet model gradually deviates from this principle. The rise and fall cycle of Soviet model is basically the game cycle of democracy and centralism. The transformation of democratic centralism into centralism is the direct cause of the alienation of the Soviet model into the highly centralized mode. One of the reasons for the failure of the Soviet model was that only centralism was left and democracy disappeared. How to ensure the correct implementation of democratic centralism is a major issue facing the socialist political parties.
