政府公民間溝通的信息成本研究

【摘要】:政府行政體制改革的目的之一是要“降低行政成本”,同時創(chuàng)造條件,“實現(xiàn)政府行政管理與基層群眾自治有效銜接和良性互動”,降低溝通成本,加強政府公民溝通。本研究提出,當(dāng)前政府與公民之間存在溝通的障礙,政務(wù)信息的溝通過程與經(jīng)濟系統(tǒng)一樣,也存在信息成本問題。信息成本由政府與公民雙方承擔(dān),隸屬于交易成本范疇,政府公民間的信息不對稱、政務(wù)信息產(chǎn)權(quán)不明確、政府公民溝通的信息結(jié)構(gòu)、政府公民溝通的信息距離是政府公民溝通中產(chǎn)生信息成本的具體機制。在制度確定的情況下,通過縮短政府公民間的信息距離可以降低信息成本。 本研究將溝通中的信息成本分為時間成本、貨幣成本與心理成本三個組成部分,并通過問卷調(diào)查的方法,研究三個組成部分與政務(wù)流程、組織層級、信息技術(shù)水平、信息公開制度、公務(wù)員服務(wù)態(tài)度、政務(wù)信息資源共享機制之間的相關(guān)性,并探討如何在現(xiàn)實中對以上影響因素進行改進,進而降低溝通中的信息成本。 本研究通過模型設(shè)計的方法,改進影響溝通中信息成本的因素。在進行模型設(shè)計之前,展開探討了模型設(shè)計的基礎(chǔ)理論工作:第一、政府與公民各自的信息需求分析;第二、降低信息成本模型設(shè)計的基本思路;第三、模型構(gòu)建的相關(guān)理論支撐。研究中設(shè)計的模型主要用到網(wǎng)絡(luò)最短路徑問題、網(wǎng)絡(luò)最大流問題以及用戶的信息搜尋理論。 本研究構(gòu)建了政府公民間溝通的三個模型,這些模型都是以電子政務(wù)的發(fā)展為基礎(chǔ),以政府信息化為先導(dǎo)。模型分別為:電子政務(wù)組織結(jié)構(gòu)模型、電子政務(wù)流程優(yōu)化模型、政務(wù)信息溝通的信息系統(tǒng)模型。通過這些模型,實現(xiàn)在現(xiàn)實世界溝通中的“節(jié)點要少、流量要大、路徑要短”的目的。本論文在三個邏輯模型的基礎(chǔ)上,應(yīng)用信息距離與信息最短路徑、最大流問題的測度方法,對以上模型進行數(shù)學(xué)整合,給出了測度政府公民間溝通的信息成本的數(shù)學(xué)公式。 本研究選擇“全國高校教學(xué)基本狀態(tài)數(shù)據(jù)庫項目”作為測量以上模型的具體案例,該項目實際應(yīng)用于教育部對各普通高校的評估工作,可以視為政府與社會、公民之間的信息溝通。通過測量比較該項目應(yīng)用前后的評估成本變化,可以對政府與公民之間的信息溝通提供理論借鑒。在文章的最后結(jié)論部分,本研究提出:降低政府公民間溝通的信息成本,需要應(yīng)用各模型中的技術(shù)工具,同時需要理念層、制度層與行為層的配合。
[Abstract]:One of the aims of the reform of the government administrative system is to "reduce the administrative cost", create conditions at the same time, "realize the effective connection and benign interaction between the government administration and the grass-roots mass autonomy", reduce the communication cost, and strengthen the communication between the government and the citizens. This study suggests that there are barriers to communication between government and citizens, and that the communication process of government information is similar to that of economic systems, and there is also the problem of information cost. The information cost is borne by both the government and the citizen, belonging to the category of transaction cost, the information asymmetry among government citizens, the unclear property right of government information, and the information structure of communication between government citizens. The information distance of government citizen communication is the concrete mechanism to produce information cost in government citizen communication. In the case of system determination, information cost can be reduced by shortening the information distance between government citizens. The information cost in communication is divided into three parts: time cost, money cost and psychological cost. Through the method of questionnaire, the paper studies the three components and the process of government affairs, the organization level, the level of information technology. The information disclosure system, the service attitude of civil servants, the relationship between government information resource sharing mechanism, and how to improve the above factors in reality, and then reduce the information cost in communication. Through the method of model design, this study improves the factors that affect the information cost in communication. Before the model design, the basic theoretical work of the model design is discussed: first, the information needs of the government and citizens are analyzed, secondly, the basic ideas of reducing the information cost model design are discussed. Third, the model construction related theoretical support. The model designed in this paper mainly uses the shortest path problem, the maximum flow problem and the information search theory of users. This study constructs three models of communication among government citizens, which are based on the development of e-government and guided by government informatization. The models are: e-government organization structure model, e-government process optimization model and information system model of government information communication. Through these models, we can achieve the goal of "fewer nodes, larger traffic and shorter paths" in real world communication. On the basis of three logical models, this paper applies the measure method of information distance and information shortest path, the maximum flow problem to integrate the above models, and gives a mathematical formula to measure the information cost of communication between government citizens. This study chooses "the National University Teaching basic State Database Project" as the concrete case of measuring the above model. The project is applied to the evaluation work of the Ministry of Education to the ordinary colleges and universities, and can be regarded as the government and the society. Communication between citizens. By measuring and comparing the change of evaluation cost before and after the application of the project, it can provide theoretical reference for information communication between government and citizens. In the last part of the paper, the author points out that to reduce the information cost of communication among government citizens, we need to apply the technical tools in each model, at the same time, we need the cooperation of the concept layer, the system layer and the behavior layer.
