中國與西方發(fā)達國家公務員培訓制度比較研究

【摘要】： 隨著WTO后各國政府間交流與對話的加強，對政府工作人員素質要求逐步提高。在構建當今高效政府的進程中，，各國政府都明顯感到作為整個國家的方針政策的制定和推行者——各級公務員素質直接影響著執(zhí)政能力與政府作為的效率。作為公共部門之一的政府要進行通過有效人力資源開發(fā)從而提升綜合素質就不得不把公務員培訓作為憑籍手段。實踐表明；持續(xù)、有效、及時的公務員培訓對各級政府提高行政管理水平至關重要。中國與西方發(fā)達國家公務員培訓制度各有其基于特定國家政治、歷史背景的個性化優(yōu)點而在相互借鑒中相互吸收、遷移、同化。本文試圖以比較研究為手段，以我國與發(fā)達國家兩個歷史視角考察中西公務員培訓制度，通過基于公務員培訓的指導思想層面、實務操作維度等方面比較研究以期為構建我國和諧社會、全面建設小康社會而培養(yǎng)既能立足本土又能世界接軌優(yōu)秀公務管理人員，提高我國各級政府整體執(zhí)政能力。
[Abstract]:With the strengthening of communication and dialogue between governments after WTO, the quality of government staff has been gradually improved. In the process of constructing an efficient government, the governments of all countries obviously feel that the quality of civil servants at all levels has a direct impact on the efficiency of the government and the ability to govern as the formulation and implementation of the whole country's principles and policies. As one of the public departments, the government has to take the training of civil servants as a means to improve the comprehensive quality through the development of effective human resources. Practice shows that continuous, effective and timely training of civil servants is of great importance to improve the administrative level of all levels of government. The training system of civil servants in China and western developed countries has its own individualized advantages based on the political and historical background of a particular country, so it absorbs, transfers and assimilates from each other in reference to each other. This paper attempts to investigate the training system of Chinese and Western civil servants from the two historical perspectives of China and developed countries by means of comparative study, and through the guiding ideology of civil servant training. In order to construct our harmonious society and build a well-off society in an all-round way, we can train the excellent public administration personnel based on the local and the world, and improve the overall ruling ability of the government at all levels of our country.
