美國專門問責(zé)機構(gòu)研究

【摘要】：作為兩個最具美國本土特色的專門問責(zé)機構(gòu),美國政府問責(zé)辦公室設(shè)立于美國議會內(nèi),總監(jiān)察長辦公室存在于多個聯(lián)邦行政機關(guān)之中,通過對這兩個問責(zé)機構(gòu)從設(shè)立至發(fā)展歷程的全面梳理與解析,可以展現(xiàn)問責(zé)理論在美國本土環(huán)境中的構(gòu)成及其發(fā)展,從而為重構(gòu)最適宜當(dāng)代所需的民主問責(zé)機制提供啟示和借鑒。
[Abstract]:As two of the most homegrown specialized accountability agencies in the United States, the United States Government Accountability Office is established in the United States Congress, and the Office of the Inspector General exists in a number of federal executive agencies. Through a comprehensive analysis of the two accountability institutions from their establishment to their development, the composition and development of the accountability theory in the local environment of the United States can be demonstrated. So as to reconstruct the most suitable for contemporary democratic accountability mechanism to provide inspiration and reference.
