【摘要】：美國(guó)作為世界上較早開(kāi)始進(jìn)行應(yīng)急管理的國(guó)家,在應(yīng)急管理領(lǐng)域的研究和實(shí)踐中都已經(jīng)取得了豐碩的成果。在備災(zāi)領(lǐng)域,美國(guó)的備災(zāi)體系將備災(zāi)貫穿于應(yīng)急管理領(lǐng)域的所有階段,以核心能力為主線,注重理論研究,廣泛應(yīng)用信息系統(tǒng),通過(guò)整個(gè)社會(huì)共同的努力,多層次、全方位地開(kāi)展備災(zāi)活動(dòng)。我國(guó)應(yīng)借鑒美國(guó)的備災(zāi)經(jīng)驗(yàn),構(gòu)建適合我國(guó)國(guó)情的備災(zāi)體系,建立應(yīng)急研究中心和培訓(xùn)機(jī)構(gòu),完善演習(xí)機(jī)制,評(píng)估和改進(jìn)備災(zāi)活動(dòng),加強(qiáng)備災(zāi)信息系統(tǒng)的開(kāi)發(fā)。
[Abstract]:As a country that began emergency management earlier in the world, the United States has made great achievements in the research and practice of emergency management. In the area of disaster preparedness, the United States disaster preparedness system cuts across all phases of emergency management, focusing on core competencies, focusing on theoretical research, widely applying information systems, and at multiple levels through the joint efforts of the entire society. To carry out disaster preparedness activities in a comprehensive manner. We should draw lessons from the disaster preparedness experience of the United States, build a disaster preparedness system suitable for our national conditions, establish emergency research centers and training institutions, perfect the exercise mechanism, evaluate and improve disaster preparedness activities, and strengthen the development of disaster preparedness information system.
