【摘要】：政府信息共享是電子政務(wù)建設(shè)的重要內(nèi)容之一,政府組織間的信任則可以降低政府組織在信息共享與合作中的成本,提高其工作效率,從而更好地為社會公眾服務(wù)。政府組織間相互的不信任是導(dǎo)致組織間信息共享失敗的重要原因,而利益沖突則是導(dǎo)致組織間不信任的重要原因,政府組織間信任缺失影響了政府部門及時有效地利用信息資源進(jìn)行決策,影響了電子政務(wù)公共服務(wù)水平。目前政府組織間的信息共享有直接信任模型和第三方信任模型,其中第三方信任模型沒有解決政府組織間信息共享中的風(fēng)險和利益沖突問題,且當(dāng)共享方的數(shù)量大量增加時,政府組織間信息共享中的風(fēng)險和利益沖突管理變得異常復(fù)雜,另外這種模型構(gòu)建可信任的第三方和失效問題也是一個缺陷；而直接信任模型在實(shí)際的應(yīng)用中卻有很好的效果,但信任關(guān)系的度量是一個難題。 論文提出了政府組織間信息共享的直接信任和推薦信任模型,為政府組織間信息共享提供決策支持,并給出了政府組織間信息共享能力的測度方法。首先,提出了政府組織間信息共享的直接信任評估模型,對一次共享交互的滿意度即信任度進(jìn)行評價,進(jìn)而提出松散型政府組織間的直接信任及更新模型,解決了政府組織間信息直接共享的決策問題。其次,提出了政府組織間信息共享的信任傳遞模型,構(gòu)建了推薦信任的傳遞路徑并給出了推薦信任的計算模型,解決了松散政府組織間信息共享的決策問題。最后,提出了基于灰色模糊理論的政府組織間信息共享能力測度方法,構(gòu)建了一個完整的政府部門間的信息共享能力測度的指標(biāo)體系和測度模型,解決了政府組織間信息共享的能力測度問題。 論文首次將信任的度量方法引入到政府組織間信息共享問題的研究,并針對政府組織間信息共享的影響因素和政府信息的特點(diǎn),提出了政府組織間信息共享的信任模型,并通過實(shí)例和仿真實(shí)驗(yàn)驗(yàn)證了其有效性,該模型可為政府組織間信息共享提供決策依據(jù),政府組織間信息共享能力測度方法對于評估和提高政府組織間信息共享的程度和水平,具有重要的參考價值和意義。
[Abstract]:Government information sharing is one of the important contents in the construction of electronic government affairs. Trust among government organizations can reduce the cost of government organizations in information sharing and cooperation, improve their work efficiency, and serve the public better. Mutual distrust among government organizations is an important reason for the failure of information sharing among organizations, while conflict of interest is an important reason leading to distrust among organizations. Lack of trust among government organizations affects government departments to make timely and effective use of information resources to make decisions, and affects the level of public service in e-government. At present, there are direct trust model and third party trust model in information sharing among government organizations, in which the third party trust model does not solve the problem of risk and conflict of interest in information sharing among government organizations, and when the number of sharing parties increases greatly, The management of risk and conflict of interest in information sharing among government organizations becomes very complicated, besides, this kind of model is also a defect of constructing trusted third party and failure, but direct trust model has a good effect in practical application. But the measurement of trust relationship is a difficult problem. In this paper, a model of direct trust and recommendation trust for information sharing among government organizations is proposed, which provides decision support for information sharing among government organizations, and gives a method to measure the ability of information sharing among government organizations. Firstly, the paper puts forward a direct trust evaluation model for information sharing among government organizations, evaluates the degree of satisfaction of a shared interaction, and then puts forward a model of direct trust and renewal among loose government organizations. The decision-making problem of direct information sharing among government organizations is solved. Secondly, the trust transfer model of information sharing among government organizations is put forward, the transfer path of recommendation trust is constructed and the computing model of recommendation trust is given, which solves the decision-making problem of information sharing among loose government organizations. Finally, the paper puts forward the method of measuring the ability of information sharing among government organizations based on grey fuzzy theory, and constructs a complete index system and measurement model of information sharing ability between government departments. It solves the problem of measuring the ability of information sharing among government organizations. This paper first introduces the measure of trust into the study of information sharing among government organizations, and puts forward a trust model for information sharing among government organizations according to the influencing factors of information sharing among government organizations and the characteristics of government information. The effectiveness of the model is verified by examples and simulation experiments. The model can provide decision basis for information sharing among government organizations. The ability measurement method of information sharing among government organizations can evaluate and improve the degree and level of information sharing among government organizations. It has important reference value and significance.
