【摘要】：2016年緬甸民盟政府在短時(shí)間內(nèi)確立了昂山素季在黨內(nèi)第一權(quán)威和國(guó)務(wù)資政的政治地位,組建了精簡(jiǎn)、團(tuán)結(jié)、廉潔、高效、親民的新政府,推動(dòng)"21世紀(jì)彬龍大會(huì)"的召開,在國(guó)家治理上取得一定成效。然而,民盟政府與軍方圍繞以國(guó)家強(qiáng)制力為實(shí)質(zhì)內(nèi)容而展開的博弈、羅興亞人問題的國(guó)際化和若開族群沖突引起的內(nèi)外風(fēng)波削弱了民盟政府國(guó)家治理能力的建設(shè)。民盟政府后續(xù)執(zhí)政仍需在統(tǒng)領(lǐng)、濡化、再分配以及吸納和整合等國(guó)家治理能力上實(shí)現(xiàn)突破和進(jìn)步。
[Abstract]:In a short period of time in 2016, the Myanmar NLD government established Aung San Suu Kyi's political status as the first authority within the party and the senior state minister, formed a new government that is streamlined, United, clean, efficient and pro-people, and promoted the convening of the "Binglong Convention of the 21st Century." In the governance of the country has achieved certain results. However, the RCD government and the military revolved around the national coercive force as the essence of the game, the internationalization of the Rohingya issue and the internal and external disturbances caused by the Rakhine ethnic conflict weakened the construction of the NLD government's ability to govern the country. The NLD government still needs to make breakthrough and progress in the governing ability of leading, acculturating, redistributing, absorbing and integrating, etc.
