【摘要】：正2015年2月12日,德國(guó)、法國(guó)、烏克蘭與俄羅斯的領(lǐng)導(dǎo)人就烏克蘭問題政治解決方案以及烏東部�；鹪诿魉箍诉_(dá)成協(xié)議。此次會(huì)議前,包括德國(guó)總理、法國(guó)總統(tǒng)在內(nèi)的許多歐洲國(guó)家領(lǐng)導(dǎo)人呼吁歐洲與俄羅斯進(jìn)行政治協(xié)商,盡全力促使烏克蘭問題得以解決。從歷史上看,俄歐之間似乎存在著一種"消極循環(huán)":俄羅斯封閉落后——俄羅斯向西方學(xué)習(xí)——俄羅斯實(shí)力增長(zhǎng)——俄歐關(guān)系緊張——俄羅斯封閉落后。隨著烏克蘭局勢(shì)的動(dòng)蕩
[Abstract]:On February 12, 2015, leaders of Germany, France, Ukraine and Russia reached an agreement in Minsk on a political solution to Ukraine and a ceasefire in eastern Ukraine. Ahead of the meeting, many European leaders, including the German chancellor and the French president, called on Europe to engage in political negotiations with Russia to make every effort to resolve the Ukraine issue. Historically, there seems to be a "negative cycle" between Russia and Europe: Russia is closed and backward-Russia learns from the West, Russia grows in power, Russia is tense in relations with Europe-Russia is closed behind.
