【摘要】：冷戰(zhàn)結(jié)束后,由于兩極格局對抗的消失,在經(jīng)歷了冷戰(zhàn)期間高強(qiáng)度的軍備競賽后,全球范圍內(nèi)掀起了削減軍備的高潮,一些國家紛紛減少軍費(fèi)開支,裁減軍隊(duì)員額,削減武器裝備,形成了軍備控制與裁軍的良好國際安全環(huán)境。但是,冷戰(zhàn)的結(jié)束也給全球帶來了新的安全問題,尤其是東亞地區(qū)。冷戰(zhàn)結(jié)束后,由于美蘇兩極在東亞地區(qū)對峙狀態(tài)的消失,東亞地區(qū)的國際格局發(fā)生了重大變化,從而導(dǎo)致一些國家的不安全感增加,它們相繼加快了國防現(xiàn)代化的步伐,有關(guān)國家持續(xù)增加軍費(fèi)開支,大力擴(kuò)充軍備,特別是提高軍備的技術(shù)水平和質(zhì)量,出現(xiàn)了同國際軍備控制與裁軍的大趨勢背道而馳的一種態(tài)勢,人們把這種現(xiàn)象稱為“逆裁軍”。 文章旨在通過對東亞地區(qū)“逆裁軍”現(xiàn)象的分析,找出這一現(xiàn)象出現(xiàn)的原因并尋求消除這一現(xiàn)象的出路。本文首先對國內(nèi)外“逆裁軍”的研究動態(tài)進(jìn)行了簡要回顧,然后從威懾理論、安全困境與成本收益的角度對“逆裁軍”的概念及相關(guān)要素進(jìn)行了分析,陳述東亞地區(qū)“逆裁軍”現(xiàn)象的現(xiàn)狀,分析這一現(xiàn)象出現(xiàn)的原因及對東亞安全局勢和中國安全環(huán)境的影響,從而得出要消除東亞地區(qū)“逆裁軍”現(xiàn)象就必須樹立新安全觀并建立有效的多邊安全合作機(jī)制的結(jié)論。
[Abstract]:After the end of the cold war, because of the disappearance of the confrontation between the two poles, after the high strength arms race during the cold war, a high tide of armament reduction was set up worldwide. Some countries have reduced military expenditure, reduced military personnel, reduced weapons and equipment, formed a good international security environment for arms control and disarmament. However, cold war The end of the world has brought new security issues to the world, especially in East Asia. After the end of the cold war, the international pattern of East Asia has undergone significant changes because of the disappearance of the confrontation between the United States and the Soviet Union in East Asia, which has led to an increase in the insecurity of some countries, which have accelerated the pace of modernization of national defense and the continuing of the countries concerned. To increase military expenditure and expand armaments, especially to improve the technical level and quality of armaments, there is a trend that runs counter to the trend of international arms control and disarmament. This phenomenon is called "reverse disarmament".
Through the analysis of "reverse disarmament" in East Asia, the purpose of this paper is to find out the causes of this phenomenon and to seek a way out for the elimination of this phenomenon. First, this paper briefly reviews the research trends of "reverse disarmament" at home and abroad, and then the concept of "reverse disarmament" from the perspective of deterrence theory, security dilemma and cost income. The relevant elements are analyzed, and the present situation of "reverse disarmament" in East Asia is stated, the reasons for the emergence of this phenomenon and the impact on the security situation in East Asia and China's security environment are analyzed. Thus, the conclusion of establishing a new security concept and establishing an effective multilateral security cooperation mechanism in order to eliminate "reverse disarmament" in East Asia is necessary.
