【摘要】：二戰(zhàn)后的歷屆英國大選,工黨與保守黨都分別在各自政黨競選綱領(lǐng)中表達(dá)了教育政見。文章選取了兩大政黨的教育政見作為研究對象。研究認(rèn)為:(1)二戰(zhàn)后歷屆勝選政黨的教育政見總數(shù)大體上呈遞增走勢,1987年之后勝選政黨的教育政見數(shù)目顯著增長,這與當(dāng)時英國國內(nèi)結(jié)構(gòu)性失業(yè)問題加劇,新科技革命和知識經(jīng)濟(jì)對人力資本的時代新需求等因素密切關(guān)聯(lián);(2)兩大政黨在幼兒教育券制度、11歲學(xué)生考試制度、綜合中學(xué)制度、大學(xué)生助學(xué)貸款制度等問題上存在政見分歧,這與它們各自政治意識形態(tài)不同有關(guān);(3)二戰(zhàn)后英國歷次政黨輪替前后政黨教育政見的一致性程度要遠(yuǎn)大于沖突性程度,這與兩大政黨彼此為了爭取更多選民支持,而在政治立場上作出適當(dāng)讓步有關(guān)。
[Abstract]:In successive British elections after World War II, the Labour Party and the Conservative Party expressed their educational views in their respective political party platforms. This paper chooses the educational political views of the two major political parties as the object of study. The study holds that the total number of political opinions on education of successive political parties after the second World War has generally increased, and that the number of political views on education of the political parties that won elections after 1987 has increased significantly, which is related to the worsening of the structural unemployment problem in the United Kingdom at that time. The new scientific and technological revolution and the new demand for human capital in the era of knowledge economy are closely related to the political differences between the two major political parties on such issues as the early childhood education voucher system, the examination system for 11-year-olds, the comprehensive secondary school system, and the student loan system for college students. This is different from their respective political ideologies. (3) after the second World War, the degree of consistency of the educational political views of the political parties before and after the successive political parties rotation in Britain was much greater than the degree of conflict. This and the two major political parties were fighting each other for more voter support. It is about making appropriate concessions on the political side.
