【摘要】：越南“電子政務(wù)建設(shè)”是國家正在開展行政改革的重點(diǎn)內(nèi)容及目標(biāo)之一。目前,越南電子政務(wù)建設(shè)主要集中在促進(jìn)黨機(jī)關(guān)、國家和社會經(jīng)濟(jì)部門應(yīng)用和發(fā)展信息技術(shù),即為公眾和社會提供更好的電子化服務(wù)以及電子政務(wù)。經(jīng)過三個發(fā)展階段,至今取得了明顯的進(jìn)步。到2010年底,在大多數(shù)部級、部委機(jī)關(guān)和全國各省市都已經(jīng)開展提供在線服務(wù)。2010年,平定省的在線服務(wù)有明顯增長。根據(jù)聯(lián)合國2010年電子政務(wù)考察,在192個國家電子政務(wù)的發(fā)展指數(shù)排名中,越南排名90。但在發(fā)展建設(shè)過程中還存在較多問題,如過于注重電腦設(shè)備,開展過程很慢,官員對電子政務(wù)應(yīng)用的決心不大等。 通過研究國內(nèi)外電子政務(wù)的狀況及成就,綜合起來對越南電子政務(wù)建設(shè)有幾個啟示：“服務(wù)”是關(guān)鍵,循序漸進(jìn)、分步實(shí)施,網(wǎng)站功能層次分明、前臺后臺相互合作,電子政務(wù)建設(shè)要配合政府改革,要加強(qiáng)法制和安全保障體系建設(shè)。越南平定省電子政務(wù)建設(shè)應(yīng)從以下幾方面著手：一是增強(qiáng)公務(wù)員和人民對電子政務(wù)的認(rèn)識和責(zé)任。電子政務(wù)是以企業(yè)和人民的利益為中心的服務(wù),因此,國家不僅要提高公務(wù)員的認(rèn)識,而且也要提高社會和公眾的認(rèn)識。 二是政府加強(qiáng)對電子政務(wù)的投入。政府要對電子政務(wù)建設(shè)加大財政投資,因?yàn)樾畔⑼ㄓ嵲O(shè)施是建設(shè)與發(fā)展電子政務(wù)的重要基礎(chǔ)。根據(jù)國家財力,要優(yōu)先投資與電子政務(wù)建設(shè)的科技與技術(shù),另一方面,要鼓勵社會投資電子政務(wù)建設(shè)。 三是建設(shè)和完善電子政務(wù)的法律體系。對于建設(shè)和發(fā)展電子政務(wù)最重要的是制定和頒布政策和法規(guī),使政策法規(guī)在建設(shè)和發(fā)展電子政務(wù)中發(fā)揮積極作用。 四是注重安全和保密問題。確保安全和安全信息(特別是個人信息和隱私)是電子政務(wù)成功的一個先決條件。與此同時,個人信息是電子政務(wù)信息技術(shù)系統(tǒng)中最基本的要素,只有做到充分保障個人信息的安全、保護(hù)個人隱私權(quán)益不受侵害,才能真正地做好電子政務(wù)建設(shè)工作。 五是學(xué)習(xí)國際經(jīng)驗(yàn)。越南剛剛開始推廣信息和通訊技術(shù)應(yīng)用,電子政務(wù)建設(shè)處于起步階段。因此,學(xué)習(xí)和研究吸取國際經(jīng)驗(yàn),對于改革和發(fā)展電子政務(wù)是非常重要的。
[Abstract]:The construction of e-government in Vietnam is one of the key contents and objectives of our country's administrative reform. At present, the construction of E-government in Vietnam is mainly focused on promoting the application and development of information technology in the Party organs, the state and the social and economic departments, that is, providing better electronic services for the public and society as well as e-government. After three stages of development, remarkable progress has been made so far. By the end of 2010, most ministerial departments, ministries and departments, as well as provinces and cities across the country, had launched online services. In 2010, there was a marked increase in online services in Pingding Province. Vietnam ranked 90th out of 192 national e-government development index rankings, according to the 2010 UN e-government survey. However, there are still many problems in the process of development and construction, such as paying too much attention to computer equipment, developing slowly, and officials' determination on the application of e-government is not great. By studying the status and achievements of e-government at home and abroad, there are several enlightenments to the construction of E-government in Vietnam: "Service" is the key, step by step implementation, the function of the website is clear, the foreground and backstage cooperate with each other. E-government construction should cooperate with government reform and strengthen the construction of legal system and safety guarantee system. The construction of e-government in Pingding province of Vietnam should be carried out from the following aspects: first, enhance the understanding and responsibility of civil servants and people to e-government. E-government is a service centered on the interests of enterprises and the people. Therefore, the state should not only raise the awareness of civil servants, but also enhance the understanding of society and the public. Second, the government to strengthen the investment in e-government. The government should increase financial investment in the construction of e-government because the information and communication facilities are the important foundation for the construction and development of e-government. According to the national financial resources, priority should be given to investment in science, technology and technology in the construction of e-government. On the other hand, social investment in e-government construction should be encouraged. Third, build and perfect the legal system of e-government. The most important thing for the construction and development of e-government is to formulate and promulgate policies and regulations so that policies and regulations can play an active role in the construction and development of e-government. Fourth, pay attention to security and confidentiality. Ensuring security and secure information, especially personal information and privacy, is a prerequisite for the success of e-government. At the same time, personal information is the most basic element in the E-government information technology system. Only by fully ensuring the security of personal information and protecting the privacy rights and interests of individuals can the construction of e-government be done well. Fifth, learn from international experience. Vietnam has just begun to promote the application of information and communication technology, e-government construction is in its infancy. Therefore, learning and research to learn from international experience is very important for the reform and development of e-government.
