【摘要】： 腐敗是人類(lèi)社會(huì)政治、經(jīng)濟(jì)、文化、生活的威脅。腐敗在政治領(lǐng)域、司法領(lǐng)域、市場(chǎng)經(jīng)濟(jì)領(lǐng)域、醫(yī)藥衛(wèi)生領(lǐng)域、文化教育領(lǐng)域等多個(gè)領(lǐng)域發(fā)生。腐敗破壞政治、經(jīng)濟(jì)的正常發(fā)展和運(yùn)行、還會(huì)危害社會(huì)和諧、毀壞公共信譽(yù)、影響社會(huì)公正和正義,腐敗已經(jīng)發(fā)展成為一種全球性問(wèn)題,日益被國(guó)際社會(huì)和世界各國(guó)所關(guān)注。 現(xiàn)代社會(huì),無(wú)論是西方還是東方,無(wú)論是發(fā)展中國(guó)家還是發(fā)達(dá)國(guó)家,沒(méi)有任何一個(gè)國(guó)家和地區(qū)能完全杜絕腐敗、貪污受賄、錢(qián)權(quán)交易、徇私枉法等問(wèn)題,這些腐敗問(wèn)題的存在,嚴(yán)重影響各個(gè)國(guó)家和地區(qū)的廉政建設(shè)和廉政文化建設(shè)。 反腐倡廉是否成功,能夠關(guān)系到一個(gè)的國(guó)家政治、經(jīng)濟(jì)的發(fā)展和存亡,關(guān)系到全社會(huì)大眾生活的各個(gè)層面,反腐倡廉同樣也影響著整個(gè)社會(huì)的和諧和穩(wěn)定。因此,積極防止腐敗搞好廉政文化建設(shè),己經(jīng)是世界各國(guó)面臨的一個(gè)共同任務(wù)。許多國(guó)家的政府部門(mén)、社會(huì)組織、部門(mén)機(jī)構(gòu)等都密切關(guān)注反腐敗并積極進(jìn)行社會(huì)廉政文化建設(shè),積極應(yīng)對(duì)各種問(wèn)題并采取各種措施解決腐敗問(wèn)題,某些國(guó)家和地區(qū)在共建社會(huì)廉政文化中也已經(jīng)取得了明顯成效。 世界各國(guó)在建設(shè)廉政文化方面取得明顯成效的國(guó)家有:亞洲的新加坡、香港,歐洲的芬蘭、瑞典等。世界各國(guó)的政治、經(jīng)濟(jì)、社會(huì)制度不同,社會(huì)生活中所遇到的具體問(wèn)題和情況也就不完全相同。各國(guó)反腐倡廉有其特殊性,中國(guó)在借鑒瑞典廉政文化建設(shè)經(jīng)驗(yàn)時(shí)要有的放矢,批判的借鑒和吸收。我國(guó)在進(jìn)行廉政文化建設(shè)的過(guò)程中要不斷補(bǔ)充各項(xiàng)好的方法政策和建議,以期不斷改革和推進(jìn)我國(guó)的廉政文化建設(shè)工作。 瑞典是北歐最大的國(guó)家,瑞典世界一流的福利令世人矚目,同時(shí),瑞典的廉政文化建設(shè)成果也值得世界各國(guó)學(xué)習(xí)和借鑒。瑞典是世界上最廉潔的國(guó)家之一,瑞典貪污腐敗率低,監(jiān)督體系完善,市場(chǎng)經(jīng)濟(jì)高度發(fā)展,行政執(zhí)政效能較高,廉政文化建設(shè)體系完整�？偨Y(jié)及借鑒瑞典廉政文化建設(shè)經(jīng)驗(yàn)對(duì)促進(jìn)我國(guó)的廉政文化建設(shè)有一定的促進(jìn)作用。 本文主要從四方面對(duì)瑞典的廉政文化進(jìn)行了綜合分析。全文共分四部分:第一部分介紹了與廉政文化建設(shè)相關(guān)的一些概念的界定即文化、廉政和廉政文化等。第二部分從宏觀上對(duì)瑞典廉政文化建設(shè)的成效進(jìn)行了概括。第三部分論述了瑞典廉政文化建設(shè)內(nèi)容和瑞典廉政文化建設(shè)的成因,在瑞典廉政文化建設(shè)的成因部分通過(guò)影響瑞典的廉政文化的意識(shí)形態(tài)傳統(tǒng)、瑞典的法律思想和瑞典的廉政制度三個(gè)方面來(lái)談。第四部分介紹的是瑞典廉政文化建設(shè)經(jīng)驗(yàn)對(duì)我國(guó)的啟示。 在日益全球化的今天,對(duì)與中國(guó),我們有研究和學(xué)習(xí)其他國(guó)家的廉政文化建設(shè)經(jīng)驗(yàn)的必要,在本文中我們所擷取的北歐國(guó)家瑞典的廉政文化的建設(shè)經(jīng)驗(yàn)對(duì)于我國(guó)的廉政文化建設(shè)具有一定的理論意義和現(xiàn)實(shí)意義。
[Abstract]:Corruption is a threat to human society, politics, economy, culture and life. Corruption occurs in the fields of politics, justice, market economy, medicine and health, culture and education. Corruption undermines the normal development and operation of politics and economy, and will harm social harmony, destroy public credibility, affect social justice and justice. Corruption has developed into a global problem, which has been paid more and more attention to by the international community and the countries all over the world. In modern society, whether in the West or the East, whether in the developing or developed countries, no country or region can completely eliminate corruption, corruption and bribery, money and power trading, favoritism and perversion of the law, and the existence of these corruption problems. Seriously affect the construction of clean government and clean government culture in various countries and regions. Whether the fight against corruption is successful or not is related to the development and survival of a country's politics, economy and the whole society. It also affects the harmony and stability of the whole society. Therefore, it is a common task for all countries in the world to actively prevent corruption and do a good job in the construction of clean government culture. In many countries, government departments, social organizations, departmental organizations, etc., are closely concerned about the fight against corruption and actively carry out the cultural construction of a clean and honest society, actively respond to various problems and take various measures to solve the problem of corruption. Some countries and regions have also achieved remarkable results in building a clean and honest society. Countries around the world that have achieved significant success in building a culture of integrity include Singapore, Hong Kong in Asia, Finland in Europe, Sweden and so on. Different countries in the world have different political, economic and social systems, so the specific problems and situations in social life are not exactly the same. Every country has its particularity in fighting corruption and advocating honesty. China should draw lessons from Sweden's experience of building a clean government culture. In order to reform and promote the construction of clean government culture in our country, we should constantly supplement all kinds of good methods, policies and suggestions in the process of building a clean government culture. Sweden is the largest country in northern Europe, Sweden's world first-class welfare attracts the attention of the world, at the same time, the achievements of Swedish clean government culture construction are worth learning and drawing lessons from all over the world. Sweden is one of the most clean countries in the world. Its corruption rate is low, the supervision system is perfect, the market economy is highly developed, the administrative efficiency is high, and the cultural construction system of clean government is complete. Summing up and drawing lessons from Swedish clean government culture construction experience has certain promotion function to promote our country clean government culture construction. This paper analyzes the culture of clean government in Sweden from four aspects. The paper is divided into four parts: the first part introduces the definition of some concepts related to the construction of clean government culture, such as culture, clean government and clean government culture. The second part generalizes the effect of Swedish clean government culture construction. The third part discusses the content of Swedish clean government culture construction and the causes of Swedish clean government culture construction. Sweden's legal thought and Sweden's clean government system three aspects to discuss. The fourth part introduces the enlightenment of Swedish clean government culture construction experience to our country. In an increasingly globalized era, it is necessary for us to study and learn from the experience of other countries in building a clean government culture with China. In this paper, the experience of building clean government culture in Sweden, a Nordic country, is of theoretical and practical significance to the construction of clean government culture in our country.
