【摘要】：社會企業(yè)是以商業(yè)手段來解決社會問題的社會組織,是介于公益與營利之間的企業(yè)形態(tài)。它的誕生標(biāo)志著以國家為主的福利制度開始面向社會各界,體現(xiàn)了充分激活與社會合作的積極福利的能動性。韓國社會企業(yè)模式為有效地完善國家福利制度,保障弱勢群體的權(quán)益,激活社會非政府組織,促進(jìn)"能動社會"的構(gòu)建,使弱勢群體從國家被動保護(hù),轉(zhuǎn)變?yōu)樯鐣鲃油晟频慕?jīng)驗,為延邊朝鮮族自治州政府和社會各界幫扶弱勢群體提供了新的路徑。面對體制改革國有煤礦和林業(yè)改制導(dǎo)致的職工下崗分流形勢,伴隨出國勞務(wù)帶來的空巢老人、留守兒童及殘疾人等邊緣群體,如何借鑒韓國社會企業(yè)的成功經(jīng)驗、運營模式及服務(wù)理念,不僅在國家福利政策層面、社會各界的參與層面,而且在弱勢群體提高自身的"造血功能"層面都具有應(yīng)用價值。
[Abstract]:Social enterprise is a social organization which solves social problems by commercial means. It is an enterprise form between commonweal and profit-making. Its birth indicates that the state-oriented welfare system is beginning to be oriented to all walks of life and embodies the active role of full activation and social cooperation of the positive welfare. In order to effectively perfect the national welfare system, protect the rights and interests of the vulnerable groups, activate the social non-governmental organizations, promote the construction of the "active society", and make the vulnerable groups passively protect from the state, the Korean social enterprise model can effectively improve the welfare system of the state. It provides a new way for the government of Yanbian Korean Autonomous Prefecture and all walks of life to help the disadvantaged groups. In the face of the situation of laid-off workers caused by the system reform of state-owned coal mines and forestry reform, how to draw lessons from the successful experience of Korean social enterprises, such as the elderly with empty nesters, children left behind and disabled persons, brought about by labor services abroad, etc. The operation mode and service concept are not only in the level of national welfare policy, social participation from all walks of life, but also in the vulnerable groups to improve their own "hematopoietic function" level have the application value.
