【摘要】：[目的/意義]信息時代下,網(wǎng)絡(luò)威脅和風(fēng)險日益突出,單純依靠政府部門或軍隊進(jìn)行防御已經(jīng)無法滿足網(wǎng)絡(luò)防御的現(xiàn)實(shí)需求。如何開展政府部門之間、政府與民間、國家與國家之間的網(wǎng)絡(luò)安全合作(特別是情報合作)已成為世界各國普遍重視的焦點(diǎn)問題,而我國目前對該問題的研究尚顯不足。鄰國日本歷經(jīng)十幾年的調(diào)整完善,已在網(wǎng)絡(luò)安全領(lǐng)域建立了一套較為成熟、完整的情報共享機(jī)制,對其展開研究對于我國網(wǎng)絡(luò)安全領(lǐng)域情報共享機(jī)制建設(shè)具有借鑒意義。[方法/過程]日本網(wǎng)絡(luò)安全領(lǐng)域情報共享機(jī)制是一個涉及政府、民間、國際等不同層面的復(fù)雜系統(tǒng),故而本文將借用結(jié)構(gòu)功能分析視角,通過構(gòu)建日本網(wǎng)絡(luò)安全領(lǐng)域情報共享AGIL(Adaption,Goal attainment,Integration,Latency pattern maintenance)結(jié)構(gòu)功能分析模型,將對該機(jī)制的解析置入到一個外部系統(tǒng)和主體內(nèi)部的交互關(guān)系之中,以期將錯綜復(fù)雜的經(jīng)驗(yàn)性研究抽象為條理性的總結(jié)性特征。[結(jié)果/結(jié)論]我國網(wǎng)絡(luò)安全領(lǐng)域情報共享機(jī)制建設(shè)要與網(wǎng)絡(luò)威脅環(huán)境相適應(yīng),要以網(wǎng)絡(luò)安全管理體制改革為牽引、以網(wǎng)絡(luò)安全管理制度建設(shè)為保障,以權(quán)威網(wǎng)絡(luò)安全部門為核心。
[Abstract]:In the information age, network threats and risks are becoming more and more prominent. Relying solely on government departments or military forces for defense has been unable to meet the actual needs of network defense. How to carry out the network security cooperation (especially the intelligence cooperation) between the government departments, the government and the civil society, the state and the country has become the focus of attention in the world, but the research on this problem in our country is still insufficient at present. After more than ten years of adjustment and perfection, Japan has established a set of mature and complete information sharing mechanism in the field of network security. The research on it has reference significance for the construction of information sharing mechanism in the field of network security in our country. [methods / processes] the information sharing mechanism in the field of cybersecurity in Japan is a complex system involving different levels of government, civil and international, so this paper will borrow the perspective of structural and functional analysis. By constructing the structure and function analysis model of intelligence sharing in the field of network security in Japan, we put the analysis of this mechanism into an external system and the interaction between the main body and the external system. With a view to abstracting the complex empirical research into a structured summation characteristics. [results / conclusion] the construction of information sharing mechanism in the field of network security in China should be adapted to the network threat environment, should be guided by the reform of network security management system, and should be guaranteed by the construction of network security management system. Take the authority network security department as the core.
