【摘要】："勞動(dòng)所得退稅補(bǔ)貼"(Earned Income Tax Credit,簡稱EITC)目前已成為美國最大的現(xiàn)金福利扶貧項(xiàng)目。其特點(diǎn)是以稅收補(bǔ)貼的方式對(duì)低收入者和勞動(dòng)窮人提供工資補(bǔ)貼,激勵(lì)其就業(yè),從而達(dá)到緩解貧困的目的。它有別于傳統(tǒng)的現(xiàn)金扶貧方式,以"隱性"福利政策的面目出現(xiàn),在政治上得到美國兩大政黨的認(rèn)可和廣泛的社會(huì)支持,并被加拿大、英國以及我國臺(tái)灣地區(qū)所效仿,成為具有重要國際示范意義的社會(huì)福利政策。本文對(duì)勞動(dòng)所得退稅補(bǔ)貼政策實(shí)施的歷史演變、框架結(jié)構(gòu)、特點(diǎn)及趨勢做綜合論述,并著重分析其緩貧效果,以期對(duì)我國扶貧政策有所借鑒。
[Abstract]:"Labor income tax rebate" has become the largest cash welfare program in the United States. It is characterized by providing wage subsidies to the low-income and the working poor in the form of tax subsidies to stimulate their employment and thus to alleviate poverty. It is different from the traditional way of helping the poor by cash. It appears as a "hidden" welfare policy. It has been recognized and widely supported by the two major political parties in the United States and has been emulated by Canada, Britain and Taiwan. To become an important international demonstration of social welfare policy. This paper makes a comprehensive discussion on the historical evolution, frame structure, characteristics and trends of the implementation of the labor tax rebate subsidy policy, and emphatically analyzes its effect on poverty alleviation, in order to draw lessons from our country's poverty alleviation policy.
