【摘要】：以權(quán)力運作的去制度化為內(nèi)涵的反建制主義既是諸多民粹主義思潮和運動的實質(zhì),也是顯示民粹主義的突出指標(biāo)。本文嘗試通過反建制主義的視角來分析特朗普式民粹的實質(zhì)與行為特點,探討它將會與美國的現(xiàn)有建制如何互動,以及這一互動結(jié)果又會對作為霸權(quán)國的美國及其倡導(dǎo)的國際秩序產(chǎn)生何種影響。本文認(rèn)為,特朗普式民粹始終以對美國憲法的保守主義立場為核心,這在賦予其強大政治動員力的同時,又施加了嚴(yán)厲的限制,約束了反建制主義在國內(nèi)政治中的發(fā)展。相反,特朗普主義在外部約束較弱的國際政治領(lǐng)域則蘊含著顛覆現(xiàn)有國際政治、經(jīng)濟和安全秩序的可能性。但是,要想兌現(xiàn)這一潛力,特朗普政府同樣需要克服建制派對各類國際議題的"政治化"。
[Abstract]:Anti-institutionalism, with the deinstitutionalization of power operation as its connotation, is not only the essence of many populist thoughts and movements, but also a prominent indicator to show populism. This paper attempts to analyze the essence and behavioral characteristics of Trump populism from the perspective of anti-institutionalism, and to explore how it will interact with the existing institutions in the United States. And what impact this interaction will have on the United States as a hegemonic power and the international order it advocates. This paper argues that Trump populism is always centered on the conservative position of the American Constitution, which not only gives him strong political mobilization power, but also imposes severe restrictions on the development of anti-institutionalism in domestic politics. By contrast, Trump Doctrine has the potential to destabilize the existing international political, economic and security order in a world where external constraints are weak. But to fulfil that potential, the Trump administration also needs to overcome the establishment's "politicization" of international issues.
