【摘要】：以權(quán)力運(yùn)作的去制度化為內(nèi)涵的反建制主義既是諸多民粹主義思潮和運(yùn)動(dòng)的實(shí)質(zhì),也是顯示民粹主義的突出指標(biāo)。本文嘗試通過反建制主義的視角來分析特朗普式民粹的實(shí)質(zhì)與行為特點(diǎn),探討它將會(huì)與美國(guó)的現(xiàn)有建制如何互動(dòng),以及這一互動(dòng)結(jié)果又會(huì)對(duì)作為霸權(quán)國(guó)的美國(guó)及其倡導(dǎo)的國(guó)際秩序產(chǎn)生何種影響。本文認(rèn)為,特朗普式民粹始終以對(duì)美國(guó)憲法的保守主義立場(chǎng)為核心,這在賦予其強(qiáng)大政治動(dòng)員力的同時(shí),又施加了嚴(yán)厲的限制,約束了反建制主義在國(guó)內(nèi)政治中的發(fā)展。相反,特朗普主義在外部約束較弱的國(guó)際政治領(lǐng)域則蘊(yùn)含著顛覆現(xiàn)有國(guó)際政治、經(jīng)濟(jì)和安全秩序的可能性。但是,要想兌現(xiàn)這一潛力,特朗普政府同樣需要克服建制派對(duì)各類國(guó)際議題的"政治化"。
[Abstract]:Anti-institutionalism, with the deinstitutionalization of power operation as its connotation, is not only the essence of many populist thoughts and movements, but also a prominent indicator to show populism. This paper attempts to analyze the essence and behavioral characteristics of Trump populism from the perspective of anti-institutionalism, and to explore how it will interact with the existing institutions in the United States. And what impact this interaction will have on the United States as a hegemonic power and the international order it advocates. This paper argues that Trump populism is always centered on the conservative position of the American Constitution, which not only gives him strong political mobilization power, but also imposes severe restrictions on the development of anti-institutionalism in domestic politics. By contrast, Trump Doctrine has the potential to destabilize the existing international political, economic and security order in a world where external constraints are weak. But to fulfil that potential, the Trump administration also needs to overcome the establishment's "politicization" of international issues.
