【摘要】：“恐怖主義已經(jīng)不再是一個抽象的話題,而是一個真真切切、觸手可及的威脅,”美國前眾議員霍華德·伯曼所言提醒著我們,“恐怖主義”已經(jīng)成為人類需要面對與治理的最棘手的非傳統(tǒng)安全議題之一。當(dāng)前,歐盟境內(nèi)由于移民難民問題與邊界管控等因素的共同發(fā)酵,使得恐怖襲擊事件與恐怖分子滲透了成員國首都城市和中小型城鎮(zhèn),恐怖襲擊事件屢見報端。毋庸諱言,歐盟儼然成為恐怖分子的“重點關(guān)注標(biāo)地”。各個國家與地區(qū)對于“恐怖主義”的治理進行了積極有益的探索。反恐警務(wù)與情報合作以及承載此類合作的警察合作組織在打擊恐怖主義過程中起著至關(guān)重要卻容易被忽視的作用。旨在促進歐盟成員國反恐警務(wù)合作的歐洲刑警組織自成立至今通過建設(shè)反恐?jǐn)?shù)據(jù)庫、發(fā)布?xì)W洲恐怖主義形勢與趨勢相關(guān)報告以及成立反恐團隊等措施不斷完善反恐機制與模式。從成立之初的“特萊維小組”直至當(dāng)前正式成為歐盟隸屬組織,歐洲刑警組織一直致力于將自己打造成一個有效的反恐機構(gòu)。遺憾的是,成員國囿于對國家主權(quán)的擔(dān)憂,警察合作與情報交流議題本身的敏感性,加之歐洲刑警組織自身存在受權(quán)有限等諸多問題,使得歐洲刑警組織與各成員國之間的互動存在諸多困境。鑒于此,作者認(rèn)為,歐洲刑警組織應(yīng)該弱化自身領(lǐng)導(dǎo)角色,切實做好情報交流服務(wù)平臺,真正起到促進成員國警務(wù)合作的作用。在繼續(xù)鞏固當(dāng)前已有工作機制基礎(chǔ)上,其更應(yīng)該著眼于制定長遠(yuǎn)的反恐與安全戰(zhàn)略,加強反恐風(fēng)險與戰(zhàn)略評估,在為歐盟成員國提供更高質(zhì)量服務(wù)的同時,明確自己的反恐角色與地位。當(dāng)前我國對于安全特別是恐怖主義議題的關(guān)注程度前所未有,中國在建設(shè)“一帶一路”過程中以及開展相關(guān)反恐警務(wù)合作時應(yīng)該借鑒歐洲刑警組織的經(jīng)驗,重視警務(wù)合作以及情報交流合作的有效開展,完善法制建設(shè),做好安全形勢評估。惟有此,“一帶一路”才可能實現(xiàn)“政策溝通”與“民心相通”。
[Abstract]:"Terrorism is no longer an abstract topic, but a true and touching threat," said Howard Berman, a former U.S. congressman, to remind us that "terrorism" has become one of the most difficult non traditional security issues that human beings need to face and govern. The co fermentation of questions and border control factors makes the terrorist attacks and terrorists infiltrate the capital cities and small and medium-sized towns of the member countries, and the terrorist attacks are repeatedly reported. The counter-terrorism police and intelligence cooperation, as well as the police cooperation organization that carries such cooperation, plays a vital and easily overlooked role in the process of combating terrorism. The European Criminal Police Organization, which aims to promote the cooperation of European Union members on terrorism, has since the establishment of a counter-terrorism database to release the European terrorists. From the beginning of the "Trevor group" to the current formal membership of the EU, the European Criminal Police Organization has been working to build itself into an effective counter-terrorism organization. Unfortunately, the member states are limited to the state owners. In view of this, the author believes that the European Criminal Police Organization should weaken its own leadership role and do a good job of information exchange. The service platform plays an important role in promoting police cooperation in the member countries. On the basis of continuing to consolidate the existing working mechanism, it should focus on formulating long-term counter-terrorism and security strategies, strengthening the risk and strategic evaluation of counter-terrorism, and providing higher quality service for EU member countries, and defining its role and status as counter-terrorism. In China, especially the degree of concern for the safety of the hitherto unknown China terrorism issues Europol, should learn from the experience in the construction of "The Belt and Road" process and carry out anti-terrorism police cooperation, police cooperation and information exchange cooperation value effectively, improve the legal system, safety assessment of the situation. Only this, "The Belt and Road" possible policy of "communication" and "people communicate.
