【摘要】：蘇聯(lián)解體后,俄羅斯逐步喪失全球科技大國的地位。為提高科學(xué)機構(gòu)效率和競爭力,振興科學(xué)發(fā)展,俄羅斯開啟了科學(xué)院改革進程。2013年9月普京正式簽署改革法案,將俄羅斯醫(yī)學(xué)科學(xué)院、農(nóng)業(yè)科學(xué)院并入俄羅斯科學(xué)院,并宣布成立聯(lián)邦科研機構(gòu)管理署,管理科學(xué)院資產(chǎn)。自2015年起俄政府開始對科研機構(gòu)和科研人員進行精簡整合,科研經(jīng)費逐步流向科研效率高的機構(gòu)。俄國內(nèi)對近年科學(xué)院改革的評價褒貶不一�？茖W(xué)界對改革較為抗拒,對政府推行改革的動機、改革法案出臺程序和行政官員管理學(xué)術(shù)機構(gòu)等問題提出了質(zhì)疑和批評,認為俄科學(xué)發(fā)展前景和青年學(xué)者的未來堪憂。
[Abstract]:After the collapse of the Soviet Union, Russia gradually lost its status as a scientific and technological power in the world. In order to improve the efficiency and competitiveness of scientific institutions and revitalize the development of science, Russia has begun the reform process of the Academy of Sciences. In September 2013, Putin formally signed a reform bill to incorporate the Russian Academy of Medical Sciences and the Academy of Agricultural Sciences into the Russian Academy of Sciences. It also announced the establishment of the Federal Agency for Management of Scientific Research institutions to manage the assets of the Academy of Sciences. Since 2015, the Russian government has started to streamline and integrate scientific research institutions and scientific research personnel, and scientific research funds have been gradually channelled to institutions with high scientific research efficiency. In Russia, there have been mixed reviews of the reform of the Academy of Sciences in recent years. The scientific circles are more resistant to the reform, the motivation of the government to carry out the reform, the procedure of the introduction of the reform bill and the management of academic institutions by administrative officials, and so on. They think that the prospect of scientific development in Russia and the future of young scholars are worrying.
