【摘要】：為了應(yīng)對(duì)農(nóng)村地區(qū)的經(jīng)濟(jì)、社會(huì)和環(huán)境衰退,歐洲通過(guò)制定各級(jí)發(fā)展規(guī)劃、創(chuàng)新農(nóng)村治理結(jié)構(gòu)、建立溝通交流平臺(tái)、發(fā)揚(yáng)傳統(tǒng)文化精神等方式,對(duì)農(nóng)村社會(huì)進(jìn)行再組織,極大地改善了農(nóng)村的經(jīng)濟(jì)狀況和自然環(huán)境。歐洲農(nóng)村運(yùn)動(dòng)在各國(guó)的組織形式和活動(dòng)方式,既有"自上而下"的農(nóng)村議會(huì)模式,也有"自下而上"的層級(jí)模式,還有個(gè)別國(guó)家獨(dú)特的結(jié)構(gòu)創(chuàng)新模式。中國(guó)的農(nóng)村治理也遇到了與當(dāng)時(shí)歐洲類似的問(wèn)題,歐洲農(nóng)村運(yùn)動(dòng)既統(tǒng)一又靈活的農(nóng)村治理方式,對(duì)解決當(dāng)代中國(guó)農(nóng)村治理問(wèn)題具有重要的啟示和借鑒價(jià)值。
[Abstract]:In order to cope with the economic, social and environmental recession in rural areas, Europe reorganizes rural society by formulating development plans at all levels, innovating rural governance structures, establishing communication platforms, and carrying forward the spirit of traditional culture. Greatly improved the rural economic situation and natural environment. The organization and activities of the European rural movement in various countries include the "top-down" rural parliament model, the "bottom-up" hierarchical model, and the unique structural innovation model of individual countries. China's rural governance also encountered similar problems with Europe at that time. The European rural movement is unified and flexible rural governance, which has important enlightenment and reference value to solve the problems of rural governance in contemporary China.
