【摘要】： 阿聯(lián)酋位于阿拉伯半島的東南部,地理位置優(yōu)越,石油和天然氣資源的儲量均居世界第五位。阿聯(lián)酋在經(jīng)濟(jì)現(xiàn)代化建設(shè)中不斷創(chuàng)造著令世人矚目的奇跡,是中東地區(qū)成功發(fā)展現(xiàn)代化的典范。阿聯(lián)酋聯(lián)邦體制的特殊性和聯(lián)邦內(nèi)部各酋長國之間復(fù)雜的關(guān)系注定了阿聯(lián)酋的現(xiàn)代化進(jìn)程比其他國家更具獨(dú)特性和復(fù)雜性。中國是世界石油消費(fèi)和進(jìn)口大國,加強(qiáng)與阿聯(lián)酋的合作關(guān)系對我國能源安全具有重要的戰(zhàn)略意義。從各個層面來講,對阿聯(lián)酋整體現(xiàn)代化進(jìn)行系統(tǒng)的研究具有必要性和緊迫性。 本論文注重從歷史的角度研究阿聯(lián)酋現(xiàn)代化的發(fā)展歷程,在閱讀大量資料和在阿聯(lián)酋長期進(jìn)行實(shí)地考察的基礎(chǔ)上,用歷史學(xué)、經(jīng)濟(jì)學(xué)、社會學(xué)、政治學(xué)、宗教學(xué)等多學(xué)科理論綜合研究的方法對阿聯(lián)酋的現(xiàn)代化進(jìn)程進(jìn)行分析,揭示出該國家現(xiàn)代化進(jìn)程中的特點(diǎn)和存在的問題,預(yù)測其現(xiàn)代化進(jìn)程的發(fā)展方向。 本論文共有八個章目,其中第一章探析了阿聯(lián)酋現(xiàn)代化的起源,從海灣整體歷史的角度分析了阿聯(lián)酋開啟現(xiàn)代化進(jìn)程的地區(qū)背景；第二、三章分別研究阿聯(lián)酋經(jīng)濟(jì)現(xiàn)代化的特點(diǎn),并對七個小酋長國現(xiàn)代化進(jìn)程的“異與同”進(jìn)行了個案研究。得出經(jīng)濟(jì)現(xiàn)代化過程中存在的問題主要有：聯(lián)邦整體經(jīng)濟(jì)發(fā)展規(guī)劃的缺失,經(jīng)濟(jì)結(jié)構(gòu)不合理,貧富分化嚴(yán)重,對外籍勞工依賴嚴(yán)重,經(jīng)濟(jì)開放程度高,受金融危機(jī)影響大等；第四章為阿聯(lián)酋政治民主化研究,通過對阿聯(lián)酋政治民主化改革的內(nèi)外條件和政治體制演進(jìn)的分析,揭示了伊斯蘭教與政治民主化千絲萬縷的聯(lián)系和伊斯蘭教具有與時俱進(jìn)的自我協(xié)調(diào)的能力,指出新興的中產(chǎn)階級是推動阿聯(lián)酋政治民主化的動力；第五章從教育、醫(yī)療衛(wèi)生、婦女和城市化進(jìn)程等層面對阿聯(lián)酋的社會現(xiàn)代化進(jìn)程剖析,評論了大量外籍的移民存在對阿拉伯傳統(tǒng)文化產(chǎn)生的沖擊,高福利的政策對國民自力更生能力的消極影響等；第六章阿聯(lián)酋現(xiàn)代化進(jìn)程中的可持續(xù)發(fā)展問題,提出人力資源的可持續(xù)發(fā)展是阿聯(lián)酋可持續(xù)發(fā)展面臨的最難解決的問題；第七章比較研究迪拜與中國香港特別行政區(qū)現(xiàn)代化道路的異同及其啟示,得出靠刺激房地產(chǎn)來帶動經(jīng)濟(jì)發(fā)展的政策、缺乏完善的監(jiān)管制度、本國人力資源短缺都是迪拜模式“患上不適應(yīng)癥”的原因；結(jié)論部分對阿聯(lián)酋現(xiàn)代化進(jìn)程中存在的問題與不足進(jìn)行了總結(jié),揭示了阿聯(lián)酋現(xiàn)代化發(fā)展面臨的難題,得出阿聯(lián)酋雖然在經(jīng)濟(jì)現(xiàn)代化建設(shè)中取得了巨大的成就,但距離實(shí)現(xiàn)國家整體現(xiàn)代化的目標(biāo)尚遙遠(yuǎn)。
[Abstract]:The United Arab Emirates is located in the southeast of the Arabian Peninsula, the geographical location, oil and gas reserves in the world's fifth.The UAE has created a remarkable miracle in its economic modernization and is a model for the successful development of modernization in the Middle East.The particularity of the UAE's federal system and the complicated relations among the Emirates within the UAE determine that the UAE's modernization process is more unique and complex than other countries.China is a major oil consuming and importing country in the world. Strengthening the cooperative relationship with UAE is of strategic significance to China's energy security.From all levels, it is necessary and urgent to carry out systematic research on UAE's overall modernization.This paper focuses on the historical perspective of the development of UAE modernization, on the basis of reading a large number of materials and long-term field visits in the UAE, using history, economics, sociology, political science,This paper analyzes the modernization process of UAE by means of comprehensive research of multi-disciplinary theories such as religious education, reveals the characteristics and existing problems in the modernization process of the UAE, and forecasts the development direction of the modernization process in the UAE.There are eight chapters in this paper. The first chapter analyzes the origin of the UAE modernization, and analyzes the regional background of the UAE modernization process from the perspective of the whole history of the Gulf.The three chapters study the characteristics of the UAE's economic modernization, and make a case study on the "difference and similarities" of the seven Emirati's modernization process.The main problems in the process of economic modernization are as follows: the absence of the overall economic development plan of the Federation, the unreasonable economic structure, the serious polarization between the rich and the poor, the heavy dependence on foreign workers, the high degree of economic openness and the great impact of the financial crisis;The fourth chapter is the study of the political democratization of the UAE, through the analysis of the internal and external conditions and the evolution of the political system of the UAE's political democratization reform.It reveals the inextricable connection between Islam and political democratization and the ability of Islam to keep pace with the times, and points out that the emerging middle class is the driving force to promote the political democratization of the United Arab Emirates.This paper analyzes the social modernization process of UAE from the aspects of women and urbanization, and comments on the impact of a large number of foreign immigrants on the traditional Arab culture, and the negative impact of the policy of high welfare on the national self-reliance.Chapter VI the sustainable development of UAE in the process of modernization, put forward that the sustainable development of human resources is the most difficult to solve the problems faced by UAE sustainable development;The seventh chapter compares the similarities and differences between Dubai and Hong Kong Special Administrative region of China on the road of modernization, and draws a conclusion that the policy of stimulating real estate to promote economic development lacks a perfect regulatory system.The shortage of human resources in our country is the reason of "unindications" in Dubai model. Conclusion the problems and shortcomings in the modernization of the United Arab Emirates are summarized, and the problems facing the development of the modernization of the United Arab Emirates are revealed.Although UAE has made great achievements in economic modernization construction, it is still far from the goal of realizing the overall modernization of the country.
