【摘要】： 北極地區(qū)已經(jīng)成為國(guó)際關(guān)系的熱點(diǎn)。這里集中了全球大國(guó)和經(jīng)濟(jì)高速發(fā)展的地區(qū),而且還蘊(yùn)藏著豐富的油氣和礦產(chǎn)資源。 作為瀕臨北極地區(qū)同時(shí)擁有最長(zhǎng)海岸線的俄羅斯,制訂了自己的北極地區(qū)政策并不斷進(jìn)行了修訂,并且還制訂了北極地區(qū)的新的開(kāi)發(fā)綱要。進(jìn)入新世紀(jì),俄羅斯在北極地區(qū)動(dòng)作頻繁。這不僅是其傳統(tǒng)積極海洋戰(zhàn)略的一個(gè)縮影,同時(shí)更是不乏對(duì)現(xiàn)實(shí)和未來(lái)戰(zhàn)略的考量。 隨著全球性氣候變暖,北極冰雪逐漸消融,北冰洋海底的油氣和礦產(chǎn)資源不斷被勘探出來(lái),北極周邊的國(guó)家都對(duì)這一地區(qū)十分關(guān)注。2007年8月俄羅斯在北冰洋底插上國(guó)旗,環(huán)北極各國(guó)紛紛對(duì)北極展開(kāi)激烈的爭(zhēng)奪戰(zhàn)。俄羅斯在此形勢(shì)下如何實(shí)現(xiàn)其北極開(kāi)發(fā)戰(zhàn)略和民族復(fù)興戰(zhàn)略?俄羅斯在處理北極地區(qū)問(wèn)題上有什么新的動(dòng)向?如何避免北極地區(qū)出現(xiàn)大型的國(guó)際沖突?這也是本文關(guān)注的重要問(wèn)題。 本文以辯證唯物主義和歷史唯物主義為指導(dǎo),批判的吸收國(guó)內(nèi)外對(duì)俄羅斯以及北極地區(qū)戰(zhàn)略的研究成果,運(yùn)用科學(xué)研究方法,通過(guò)對(duì)新世紀(jì)俄羅斯在北極地區(qū)的一系列舉動(dòng)和俄政府出臺(tái)的計(jì)劃綱要進(jìn)行分析,總結(jié)出未來(lái)俄羅斯在該地區(qū)的戰(zhàn)略走向,并通過(guò)對(duì)北極地區(qū)當(dāng)前的國(guó)際形勢(shì)的簡(jiǎn)單剖析,結(jié)合相關(guān)歷史經(jīng)驗(yàn),總結(jié)出北極地區(qū)問(wèn)題的可能的解決出路,對(duì)該地區(qū)的國(guó)際形勢(shì)進(jìn)行預(yù)測(cè)。
[Abstract]:The Arctic has become a hot spot in international relations.It is a region of global power and high-speed economic growth, and is rich in oil, gas and mineral resources.Russia, a region bordering the Arctic that also has the longest coastline, has formulated its own Arctic policy and revised it, as well as a new development outline for the Arctic.Entering the new century, Russia moves frequently in the Arctic region.This is not only a microcosm of its traditional positive ocean strategy, but also the consideration of reality and future strategy.With global warming and melting of Arctic ice and snow, oil, gas and mineral resources from the bottom of the Arctic Ocean have been continuously explored. Countries around the Arctic are very concerned about the region. In August 2007, Russia planted a flag at the bottom of the Arctic Ocean.The countries around the Arctic are engaged in a fierce battle against the Arctic.Under this situation, how can Russia realize its Arctic development strategy and national rejuvenation strategy?What is Russia's new trend in dealing with the Arctic?How to avoid large-scale international conflicts in the Arctic?This is also an important issue of concern in this paper.Under the guidance of dialectical materialism and historical materialism, this paper critically absorbs the research results of Russia and the Arctic region strategy at home and abroad, and applies scientific research methods.Through the analysis of a series of Russian moves in the Arctic region in the new century and the outline of the plan issued by the Russian government, the strategic direction of Russia in the region in the future is summed up, and through a simple analysis of the current international situation in the Arctic region,Combined with relevant historical experience, the possible solutions to the problems in the Arctic region are summarized, and the international situation in this region is forecasted.
