【摘要】：冷戰(zhàn)結(jié)束后,國際格局和國際環(huán)境發(fā)生了巨大變化,兩極對抗的危險局面結(jié)束,隨之而來的是一個較長時段的總體和平局面。美國自詡是一個民主自由開放的社會,但在對待外國人進入美國的準許條件上卻有著一整套嚴謹繁密的限制政策。 本課題基于冷戰(zhàn)后這個特定的時代背景,選擇這一時期的美國簽證作為研究主題,通過論述冷戰(zhàn)后美國在移民簽證和非移民簽證這兩大領(lǐng)域的政策調(diào)整,具體涉及國別簽證差異,群體簽證差異以及對中國公民赴美采取的具體政策,進而分析美國對于不同地區(qū)、種族、身份的外國人進入美國領(lǐng)土所采取的差別政策待遇,并闡明美國的簽證政策充分體現(xiàn)了美國超級大國的國際地位以及與其他國家的國家關(guān)系的基本性質(zhì)這一政治內(nèi)涵。進而從現(xiàn)實意義的角度探討中國外交外事部門在赴美護照簽證工作中如何把握美方政策,以調(diào)整對策提高我方簽證通過率,促進中美人員往來和交流。
[Abstract]:After the end of the Cold War, great changes have taken place in the international structure and international environment, and the dangerous situation of bipolar confrontation has come to an end, followed by a long period of overall peace.The United States boasts a democratic, free and open society, but it has a set of strict restrictions on the conditions under which foreigners are allowed to enter the United States.Based on the background of this particular era after the cold war, this paper chooses the American visa of this period as the research theme, and discusses the policy adjustment of the United States in the two fields of immigration visa and non-immigrant visa after the cold war.It specifically deals with the differences between national visas, group visas and the specific policies adopted by Chinese citizens to the United States, and then analyzes the differential policy treatment adopted by the United States for foreigners of different regions, races and status entering the United States territory.The visa policy of the United States fully reflects the political connotation of the international status of the United States superpower and the basic nature of its relations with other countries.From the point of view of practical significance, this paper discusses how the Chinese foreign affairs departments grasp the US policy in the visa work of passport to the United States, in order to adjust the countermeasures to improve our visa pass rate and to promote the exchange and exchange of personnel between China and the United States.
