【摘要】:20世紀(jì)80年代以來,非營利組織(Non-profit organization,簡稱NPO)在世界上許多國家得到了巨大的發(fā)展。隨著我國改革開放事業(yè)的順利進(jìn)行,我國的NPO也得到了迅速發(fā)展,同時(shí)隨著NPO數(shù)量的增長,活動(dòng)領(lǐng)域的開拓,社會(huì)影響能力的增強(qiáng),關(guān)于NPO的學(xué)術(shù)研究也逐漸成為熱點(diǎn),在這樣的背景之下,對NPO組織能力研究具有特別的意義。 本文從NPO組織能力的涵義和特征入手,明確了NPO組織能力的內(nèi)容,劃分了NPO組織能力的類型,分析了影響NPO組織能力的各個(gè)因素并提出NPO組織能力研究的理論基礎(chǔ):組織結(jié)構(gòu)理論,組織管理理論,組織變革理論。在此基礎(chǔ)上,總結(jié)了美國、澳大利亞和香港等發(fā)達(dá)國家和地區(qū)的NPO在組織能力運(yùn)作方面的一些比較成型的經(jīng)驗(yàn)。然后,分析改革開放后,中國的NPO的快速發(fā)展態(tài)勢和社會(huì)影響,同時(shí)指出我國NPO整體組織能力不足的表現(xiàn)并分析了我國NPO整體組織能力薄弱的原因。在此分析基礎(chǔ)上,指出我國在NPO進(jìn)行組織能力培育的過程中應(yīng)當(dāng)遵守的基本原則:規(guī)范化原則,合作原則,自律和他律原則,借鑒與創(chuàng)新原則,并進(jìn)一步提出培育NPO組織能力應(yīng)當(dāng)?shù)淖⒅豊PO適應(yīng)環(huán)境能力、自律能力、評估能力、人力資源管理能力、財(cái)務(wù)管理能力、營銷能力等幾個(gè)方面能力的培育。最后指出在我國NPO組織能力培育的過程中應(yīng)當(dāng)注意的幾個(gè)重點(diǎn)問題:排除觀念障礙,打造利他主義文化;完善法律體系,養(yǎng)成依法維權(quán)的習(xí)慣;利用政府職能轉(zhuǎn)變和公民社會(huì)建構(gòu)的契機(jī)打造NPO能力擴(kuò)張的新平臺(tái);完善培育方法,提升創(chuàng)新能力;加強(qiáng)自律、互律和社會(huì)監(jiān)督機(jī)制的建設(shè)。期望對我國NPO組織能力的培育有所裨益。
[Abstract]:Non-profit organization (NPO) has developed greatly in many countries since 1980's.With the smooth progress of reform and opening up in China, the NPO of our country has also been developed rapidly. With the increase of the number of NPO, the development of the field of activity and the enhancement of the ability of social influence, the academic research on NPO has gradually become a hot spot.In this context, the study of NPO organizational capacity has a special significance.This paper starts with the meaning and characteristics of NPO organization ability, clarifies the content of NPO organization ability, and divides the type of NPO organization ability.This paper analyzes the factors that affect the organizational capability of NPO and puts forward the theoretical basis of the study of organizational competence of NPO: the theory of organizational structure, the theory of organizational management, and the theory of organizational change.On the basis of this, some experiences of NPO in the operation of organizational capacity of developed countries and regions such as the United States, Australia and Hong Kong are summarized.Then, this paper analyzes the rapid development trend and social impact of NPO in China after the reform and opening up, and points out that the overall organizational capability of NPO in China is insufficient and analyzes the reasons for the weakness of the overall organizational capacity of NPO in China.On the basis of this analysis, this paper points out the basic principles that should be observed in the process of NPO organization ability cultivation in China: standardization principle, cooperation principle, self-discipline and heteronomy principle, reference and innovation principle.Furthermore, the cultivation of NPO organizational ability should focus on the ability of NPO adaptation, self-discipline, evaluation, human resource management, financial management, marketing, and so on.Finally, the author points out some important problems that should be paid attention to in the process of cultivating the organizational ability of NPO in China: removing the obstacles of ideas, building altruistic culture, perfecting the legal system and forming the habit of protecting the rights according to law;This paper makes use of the opportunity of government function transformation and civil society construction to create a new platform for the expansion of NPO capability; to perfect the cultivation method and to enhance the innovation ability; to strengthen the construction of self-discipline, mutual discipline and social supervision mechanism.It is expected to be beneficial to the cultivation of NPO organization ability in China.
