【摘要】：自20世紀(jì)以來(lái),國(guó)家安全防務(wù)成為新西蘭政府極為重視的國(guó)家政策之一,二戰(zhàn)爆發(fā)后,新西蘭的防務(wù)政策與戰(zhàn)前相比發(fā)生了較大變化。而國(guó)際冷戰(zhàn)格局的形成促使新西蘭政府依據(jù)實(shí)際情況調(diào)整防務(wù)戰(zhàn)略�？v觀冷戰(zhàn)期間,新西蘭的國(guó)家防務(wù)政策大致可分為三個(gè)不同的維度:即澳新美同盟全球性戰(zhàn)略下的安全防務(wù)、英聯(lián)邦體系下的集體安全防務(wù)、南太平洋地區(qū)范圍內(nèi)的地區(qū)安全防務(wù)。同時(shí),新西蘭的防務(wù)政策在這三個(gè)不同維度下互相聯(lián)系,美國(guó)、英國(guó)、澳大利亞三個(gè)國(guó)家則成為了新西蘭20世紀(jì)40-80年代期間重要防務(wù)合作事務(wù)的主要伙伴。進(jìn)入80年代,國(guó)際反核呼聲逐漸增強(qiáng),核危機(jī)已經(jīng)成為威懾全球和平安全的新問(wèn)題。在這種背景下,新西蘭政府順應(yīng)民眾,開始轉(zhuǎn)向無(wú)核化立場(chǎng),并被迫退出澳新美同盟。至冷戰(zhàn)行將結(jié)束之時(shí),新西蘭的防務(wù)理念與防務(wù)政策與幾十年前已大為不同,而新西蘭在20世紀(jì)40年代至80年代所實(shí)行的防務(wù)政策則深刻地反映出偏居一隅的小國(guó)新西蘭務(wù)實(shí)的國(guó)家防務(wù)理念。
[Abstract]:The formation of the international cold war prompted the New Zealand government to adjust its defense strategy according to the actual situation.Throughout the Cold War, New Zealand's national defense policy can be roughly divided into three different dimensions: security and defense under the global strategy of the Australian, New Zealand and the United States alliance, collective security and defense under the Commonwealth system.At the same time, New Zealand's defense policy is interlinked under these three different dimensions. The United States, Britain and Australia have become New Zealand's major partners in defense cooperation during the 1940s and 1980s.In the 1980's, the international anti-nuclear voice gradually strengthened, the nuclear crisis has become a new issue of deterring global peace and security.Against this backdrop, the New Zealand government followed suit, turned to denuclearization and was forced to withdraw from the ANZ alliance.Towards the end of the cold war, New Zealand's defence philosophy and policy were very different from those of decades ago.However, New Zealand's defense policy from 1940s to 1980s deeply reflects the pragmatic national defense concept of the small country.
