【摘要】：正20世紀(jì)90年代韓國地方自治制度實施后,農(nóng)村社會發(fā)生了巨大變化。中央集權(quán)時期,由于中央政府統(tǒng)一制定的農(nóng)業(yè)政策中,很多內(nèi)容和規(guī)劃與地方農(nóng)村實際不相符甚至相悖,實行起來不僅效果微乎其微,甚至很多政策只好半途而廢,給國家造成很大損失。伴隨韓國民主化運動而發(fā)展起來的地方自治制度的實施,克服了這一弊端。在民主化運動中不斷提高主體意識的韓國農(nóng)民積極參加各項政治活動,在進(jìn)行地方政府和議會選舉時,選出能代表農(nóng)民利益的地方長官和議員,讓他們在制定農(nóng)業(yè)政策和規(guī)劃時,充分反映農(nóng)民的利益要求。特別是1994年韓國加入世界
[Abstract]:After the implementation of the system of local autonomy is South Korea in 1990s, great changes have taken place in the rural society.
